The U.S. Department of State’s Public Diplomacy Mission Mexico announces an open competition to implement a program to strengthen cultural ties and mutual understanding between the U.S. and Mexico through cultural, economic, security, educational, professional, and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include a U.S. cultural element, or connection with U.S. expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policies and perspectives. Programs that include multiple states and/or promote increased collaboration and networking between U.S. government program alumni are encouraged.   

1. NOFO HighlightsThe Youth Homelessness NOFO provides competitive awards to eligible applicants under two different programs-Youth Homelessness System Improvement (YHSI) grants- Assistance Listing Number (ALN) 14.277Youth Homelessness Demonstration Program (YHDP)- ALN 14.276Under the YHSI grants, HUD will make awards to selected communities to support them in establishing and implementing a response system for youth homelessness or for improving their existing response system. HUD will select approximately 49 communities for YHSI grants.Under the YHDP, HUD will provide funding to communities to implement housing and supportive services projects. HUD anticipates selecting between 26 and 50 communities, with a priority for communities with substantial rural populations in up to sixteen locations.Separate from this NOFO, technical assistance will be available to assist selected communities implement and improve their YHSI and YHDP projects. The Secretary of Labor, through MSHA, may award grants to State, Tribal, and Territorial Governments (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing State mining laws and regulations, improve State workers’ compensation and mining occupational disease laws and programs, and improve safety and health conditions in the nation’s mines through Federal-State coordination and cooperation.   MSHA encourages State training programs to prioritize health and safety training for new and small mining operations. MSHA also encourages grant recipients to address, in their training and education programs, contract employee safety and occupational health hazards, powered haulage and mobile equipment safety, mine emergency preparedness, mine rescue, electrical safety, training for new and inexperienced miners, managers and supervisors performing mining tasks, and falls from heights. Strengthen Bosnia and Herzegovina's ability to combat transnational criminal organizations (TCOs) and TCO related corruption that threatens U.S. security interests through enhanced inter-agency collaboration and sustained international partnerships.

Strengthen BiH's institutional capacity to detect, investigate and prosecute complex money laundering operations linked to transnational criminal organizations that threaten U.S. security interests. This program will enhance financial investigative capabilities, improve interagency coordination, and build sustainable institutional expertise to combat evolving financial crime threats.

Program Description: The purpose of the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities that are supported by scientifically based research. The 2024 National Assessment of Education Progress results illustrate the significant achievement gaps in reading and mathematics for students with disabilities.[1] Local educational agencies (LEAs) and schools need to continuously improve their systems and practices to address achievement gaps of students with disabilities and support educators’ implementation of evidence-based literacy and mathematics instruction that meet the individualized needs of students with disabilities so they are prepared for success in school and postsecondary opportunities. The Fair will showcase authentic American heartland culture, creativity, entrepreneurship, entertainment, culinary traditions, and music through immersive public programming designed for UAE audiences. Proposals should showcase American excellence, advance American commercial interests, enhance American brand visibility through public engagement, American vendor participation, strategic partnerships, and cultural programming, and strengthen the U.S.-UAE bilateral relationship. To support the Administration for Children and Families" initiative, A Home for Every Child, the Children"s Bureau will award one grant to establish the Foster Parents Network Analytics Hub (HUB) to achieve a foster home-to-child ratio of more than 1:1 in every state by 2029. The HUB will advance the goal by providing states with advanced analytics tools and intensive technical assistance to optimize their foster parent networks.This national demonstration project under Section 426 of the Social Security Act, the HUB will develop a secure, accessible analytics platform integrated with state Statewide Automated Child Welfare Information System and Comprehensive Child Welfare Information Systems (SACWIS/CCWIS). It will also deliver rapid technical assistance to help states analyze foster home dynamics, identify capacity gaps, develop targeted retention strategies, and improve placement matching. The Wilson Fish Bridge to Employment Program (WF B2E) provides funds to ensure recipients of Refugee Cash Assistance (RCA) can access required employment services as outlined in the Immigration and Nationality Act. ORR"s primary strategy for ensuring access to these required services in most states is through the Refugee Support Services (RSS) program. Beginning in FY 2027, RSS will no longer be available in select states. The WF B2E program provides required employment training and placement services, as well as English language training, to recipients of RCA in the states where RSS will no longer operate. Services provided under this program are only available to individuals within the first 36 months after they either arrive in the United States or within the first 36 months they receive an ORR-eligible status. Approved projects will fund required services either directly or through subawards. Details on the states in which this program will operate will be available in the forthcoming NOFO.

Correctness for Scientific Computing Systems (CS2) is a joint program of the National Science Foundation (NSF) and the Department of Energy (DOE). The program addresses challenges that are both core to DOE’s mission and essential to NSF’s mission of ensuring broad scientific progress. The program’s overarching goal is to elevate correctness as a fundamental requirement for scientific computing tools and tool chains, spanning low-level libraries through complex multi-physics simulations and emerging scientific workflows. At an elementary level, correctness of a system means that desired behavioral properties will be satisfied during the system’s execution. In the context of scientific computing, correctness can be understood, at both the level of software and hardware, as absence of faulty behaviors such as excessive numerical rounding, floating-point exceptions, data races deadlocks, memory faults, violations of specifications at interfaces of system modules, and so on. The CS2 program puts correctness on an equal footing with performance, the focus of current scientific computing research. This program envisions the necessity of proving correctness even in performant scientific computing systems. The long-range goal of the Research Training Groups in the Mathematical Sciences (RTG) program is to strengthen the nation's scientific competitiveness by increasing the number of well-prepared U.S. citizens, nationals, and permanent residents who pursue careers in the mathematical sciences, be they in academia, government, or industry. The RTG program supports efforts to improve graduate student research training and professional development through structured groups pursuing collaborative research. The OVW Special Tribal Criminal Jurisdiction (STCJ) Grant Program supports Tribal governments in preparing to exercise or exercising STCJ over non-Indians who commit covered crimes within the Tribe’s jurisdictional boundaries. Covered crimes are assault of Tribal justice personnel; child violence; dating violence; domestic violence; obstruction of justice; sexual violence; sex trafficking; stalking; and violation of a protection order.

The Minority University Research and Education Project (MUREP) Space Technology Artemis Research (M-STAR) opportunity is a National Aeronautics and Space Administration (NASA) initiative through its Office of STEM Engagement (OSTEM). It is designed to strengthen the role of Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs) and Minority Serving Institutions (MSIs) in the future of space exploration.

The CAP-SSSE program provides funding to ensure adoption and enforcement of standards consistent with the National Flood Insurance Program (NFIP) minimum criteria in participating and flood-prone communities. This cooperative agreement strives to empower states and territories to own and effectively manage their flood risk and reduce exposure, disaster costs, and recovery demands by providing planning flexibility, tools and best practices, and FEMA expertise to support implementation of their NFIP programs. This cooperative agreement funds NFIP Coordinating Agencies to conduct specific activities in support of NFIP administration and enables independent investment to build capacity and capability in line with the provisions set forth in 44 C.F.R. § 60.25.

The Delta States Rural Development Network Program supports support the planning, development, and implementation of integrated health care networks that collaborate in order to (i) achieve efficiencies; (ii) expand access to, coordinate, and improve the quality of basic health care services and associated health outcomes in rural areas within the eight rural Mississippi Delta Region states (Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee); and (iii) strengthen the rural health care system as a whole.
