A.    Background   The overall goal of this project is to improve water quality conditions in Willow Creek Reservoir for the benefit of the community of Heppner, Oregon, and surrounding area. The reservoir is characterized by several water quality concerns, including dense cyanobacteria (or blue-green algae) blooms, low dissolved oxygen concentrations, and high nutrient concentrations. Cyanobacteria blooms are known to produce toxins, thereby threatening the aquatic ecosystem and potentially exposing humans and animals to risk of death or chronic illness such as neurodegeneration and liver damage. Each summer, Willow Creek Reservoir post’s health advisories warning users of the potential hazards associated with recreational activities on the lake. This NOFO will utilize a bi-phasic (UG3/UH3), milestone-driven mechanism consisting of a start-up phase (UG3) and a full enrollment and clinical trial implementation phase (UH3). Applications submitted in response to this NOFO must address specific aims and milestones for both the UG3 and UH3 phases. A UG3 project (phase I) that meets its milestones will be administratively considered by NICHD and prioritized for transition to the UH3 award (phase II). The Infrastructure Capacity for Biological Research (Capacity) Program supports the implementation of, scaling of, or major improvements to research tools, products, and services that advance contemporary biology in any research area supported by the Directorate forBiological Sciences at NSF. The Capacity Program focuses on building capacity in research infrastructure that is broadly applicable to a wide range of researchers in three programmatic areas: Cyberinfrastructure, Biological Collections, and Biological Field Stations and Marine Laboratories. This program will also accept proposals for planning activities or workshops to facilitate coordination that may be necessary in building capacity in infrastructure that meets the needs of a research community. Areas not included in this program are instrumentation (PIs should submit to the MRI program) and, projects that develop infrastructure for a specific research project, laboratory, or institution (PIs should submitted to the relevant BIO programs that would normally support that research). This funding partnership between the National Science Foundation (NSF) and the National Endowment for the Humanities (NEH) supports projects to develop and advance knowledge concerning dynamic language infrastructure in the context of endangered human languages — languages that are both understudied and at risk of falling out of use. Made urgent by the imminent loss of roughly half of the approximately 7,000 currently used languages, this effort aims to exploit advances in human-language technology to build computational infrastructure for endangered language research. The program supports projects that contribute to data management and archiving, and to the development of the next generation of researchers. Funding can support fieldwork and other activities relevant to the digital recording, documentation and analysis, and archiving of endangered language data, including the preparation of lexicons, grammars, text samples, and databases. Funding is available in the form of one- to three-year senior research grants and conference proposals. Fellowship support is available through a separate funding opportunity administered by NEH. Note: a conference proposal should generally be submitted at least a year in advance of the scheduled date of the conference.
