This activity is authorized by the Earthquake Hazards Reduction Act of 1977 (Public Law 95-124, 42 U.S.C. 7701 et. seq.), and as amended by the National Earthquake Hazards Reduction Program Reauthorization Act of 2018 (Public Law 115-307).It is estimated that a total of $4 million will be awarded in support of competitive research grants in FY2027, with a maximum total of $7 million. Based on awards in recent years, approximately 50 to 70 new awards are funded each fiscal year. There is no maximum award amount (i.e., any amount may be proposed if it can be justified appropriately), however, the majority of grants range between $30,000 and $120,000. NOAA/NMFS is soliciting competitive proposals for grants and cooperative agreements for projects that will support NOAA’s mission for stewardship of living marine resources and the sustainable management of U.S. commercial longline fisheries. Projects will ensure data pipelines are in place to inform the sustainable management of U.S. commercial fisheries that interact with endangered species as they migrate throughout the Pacific — a problem that has led to fishery closures when annual interaction limits are reached. Through these efforts, NOAA will strengthen the competitiveness of U.S. commercial longline fisheries, creating a more level playing field for American fishermen, while reinforcing U.S. leadership in marine resource management. The National Library of Medicine (NLM) seeks applications for innovative research in clinical informatics. The overarching goal of this forthcoming program is to catalyze the development and advancement of novel informatics methodologies that empower clinicians, patients, and the broader public to better understand, manage, and improve health and health care delivery. This NOFO will support research focused on the design, implementation, and evaluation of clinical informatics tools and methods that enable data-driven discovery, promote evidence-based decision-making, and support personalized and precision health care. Emphasis will be placed on domain-independent, scalable, and reusable/reproducible approaches for the discovery, analysis, organization, and management of health-related digital objects—including electronic health records (EHRs), clinical notes, imaging data, and patient-generated data. The aim is to transform raw and heterogeneous health data into actionable knowledge, to develop innovative tools, and to implement practical applications that can be generalized across multiple clinical settings and populations. The purpose of this notice is to solicit applications for two funding categories: (1) Planning and (2) Bridge Project grants (a project with total eligible costs not greater than $100 million) for awards under the Bridge Investment Program (BIP). This notice establishes a “rolling application” process for Planning and Bridge Project applications by providing the schedule, requirements, and selection process for such projects for the remaining available amounts of the BIP funding provided by the Infrastructure Investment and Jobs Act (IIJA) for FY 2023 through FY 2026, which total up to $9.7 billion (see section B.1 for details for funds available for each fiscal year).
