The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) Organizational Assessment and Enhanced Training program funding opportunity to identify and implement organizational improvements aligned with the principles of community policing to law enforcement agencies through assessments, technical assistance and enhanced training. The Enhanced Training program offers a suite of innovative new on-line enhanced training experiences for law enforcement professionals nationwide that focus on implementing organizational and operational improvements and measuring outcomes in short amounts of time (between three and six months). They are conducted through a series of regularly scheduled virtual trainings with specific projects developed by participants for completion. The key features of the enhanced training experience include training in cohorts, flexible scheduling, blended learning, and continuous access to trainers and subject matter experts throughout the training period. Enhanced training courses are designed to maximize outcomes, implementation of new concepts, meaningful participation, and sustainability.

Since 2017, CRI-TAC has provided a wide array of TA services using a “by the field, for the field” approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The Public Diplomacy Sections (PDS) of the U.S. Mission to ASEAN and U.S. Embassy Phnom Penh announce an open competition for applications to develop, organize, and oversee the Young Southeast Asian Leader Initiative (YSEALI) ScamShield Regional Workshop in Cambodia. Following the success of the YSEALI CyberSafe workshop in January 2026, this next workshop on countering online scams will reveal how criminal scam groups use illicit financial flows as they victimize Americans and Southeast Asians, and it will teach young leaders to detect, disrupt, and dismantle criminal financial networks. The workshop will gather approximately 60 YSEALI exchange alumni and up to 11 YSEALI CyberSafe alumni mentors from all 11 ASEAN countries for four days of expert panel discussions, site visits, and workshops where they will design action plans for detecting, disrupting, and dismantling the financial flows of scam groups in Southeast Asia. Participants will deploy the skills and network they develop at the workshop, working together across borders to counter criminal scam groups, disrupt illicit financial flows, and help protect the people of Southeast Asia and America. The Office of Planning, Research and Evaluation (OPRE) plans to solicit applications for Reflective Supervision in Home Visiting Research Awards. This funding opportunity will support projects that use the Supervisory Practices in Reflective Supervision-Home Visiting (SuPRS-HV) (https://acf.gov/opre/report/measure-manual-supervisor-practices-reflective-supervision-home-visiting-suprs-hv) measure to research and evaluate reflective supervision in early childhood home visiting. These awards will support partnerships with home visiting programs, including at least one funded by the Maternal, Infant, and Early Childhood Home Program (MIECHV) to do one or more of the following: 1) Further how reflective supervision is measured (e.g., explore additional aspects of the validity not explored in the measure development, adapt the measure for supervisees, validate against observational measures); 2) Use SuPRS-HV to understand how reflective supervision practices may affect outcomes (e.g., for home visitors, for home visitor-family relationships, or for families); 3) Develop tools to help home visiting programs use SuPRS-HV to improve practice (e.g., for monitoring performance or quality improvement); and/or 4) Use SuPRS-HV to describe how reflective supervision practices vary (e.g., by communities, staff characteristics, populations served). Findings from these projects will inform early childhood home visiting policy, practice, or research and help people in the field better understand reflective supervision practices.

The Office of Community Services (OCS), within the Administration for Children and Families (ACF), intends to issue a funding opportunity for a cooperative agreement for the Community Services Block Grant (CSBG) Strengthening CSBG Outcomes: Performance Management, Data Collection, and Compliance Support.This NOFO will promote a national competition to identify one organization to support CSBG states, territories, and eligible entities with performance management activities, including data collection and reporting as well as approaches to remedy issues of non-compliance resulting from monitoring visits. This cooperative agreement builds on a national infrastructure for CSBG performance excellence by supporting data quality, outcome measurement, and the annual Report to Congress. The Community Services Block Grant (CSBG) Essentials for Improved Outcomes will fund an organization to help states, territories, and CSBG-eligible entities: 1) strengthen their understanding of CSBG statutory and regulatory requirements; 2) enhance their implementation of critical program elements (e.g., community needs assessment, tripartite board, monitoring and reporting compliance etc.); and 3) support the coordination and development of additional anti-poverty resources that support the overall administration of CSBG. Strengthening capacity to navigate complex systems is critical to successful administration. By fostering collaboration and service models for navigating systems like foster care, behavioral health, housing and other public assistances, award recipients can better ensure children and families receive specialized support for building stable, permanent environments where families and communities thrive

The Community Services Block Grant (CSBG) Tribal Capacity Building Training and Technical Assistance (TCBTTA) project intends to support one organization to help build tribal and tribal organization capacity within CSBG. This cooperative agreement addresses a critical gap in CSBG infrastructure: the absence of tailored training and technical assistance for tribal grant recipients. By receiving dedicated resources for capacity‐building, tribes and tribal organizations will be better equipped to administer their CSBG services, strengthen compliance and program performance, and more effectively use CSBG funds to support housing and economic stability initiatives that align with the A Home for Every Child administrative priority.The training and technical assistance (TTA) provided under this NOFO will include best practices in CSBG oversight, support with budgeting, financial reporting, internal controls, compliance with federal grant requirements, the CSBG Tribal Annual Report, and use of data for program improvements. The Office of Community Services (OCS) intends to fund Community Action Agencies (CAAs) and tribes that received FY25 Community Services Block Grant (CSBG) awards and own affordable housing units. The purpose of the AHSSD is to demonstrate the potential for improving housing stability, economic mobility, and well-being by boosting public welfare and support service enrollment for residents of affordable housing who are American citizens. AHSSD does this by improving the coordination of public and private assistance programs to prevent and reduce dependency among this population cohort. Recipients will offer direct provision of specific public welfare and support services, internal referrals to assistance programs, external referrals to programming offered through other agencies, and/or case management and human-services coordination. Recipients must also provide services to eligible residents who live in affordable housing units.The range of service enrollment is broad, including educational opportunities for children and adults; afterschool and/or summer programs for children and teens; direct provision of childcare programs/opportunities for children ages 0 to 5 or connections to Head Start and Early Head Start programs; older adult care services; mental health, alcohol, and addiction services; services for Americans and eligible residents with disabilities; self-sufficiency resources; resources on homeownership; financial literacy training; transportation services for residents; referrals and connections to resources to help meet concrete needs; and healthcare services.
