This is a notice of funding opportunity (NOFO) for the BJA FY2025/2026 Project Safe Neighborhoods (PSN) Formula Grant Program. This opportunity provides combined FY 2025 and FY 2026 appropriations to support comprehensive violent crime reduction strategies coordinated by the U.S. Attorney’s Offices (USAOs) in the 94 federal judicial districts throughout the 50 states and the U.S. territories. PSN is a nationwide initiative that brings together federal, state, local, tribal, and territorial law enforcement officials, prosecutors, community-based partners, and other stakeholders to address violent crime through coordinated enforcement strategies that target criminal organizations, dangerous offenders, and threats to public safety, including those posed by transnational criminal organizations (TCOs), drug trafficking, human trafficking, and violent criminal aliens. This program is a central element of the DOJ’s efforts to empower prosecutors and law enforcement to protect their communities from ongoing threats and to implement the core policy objectives of “Operation Take Back America.”

The purpose of the Fiscal Year (FY) 2026 NIMS Cooperative Agreement is to support EMAC, which is a congressionally ratified mutual aid compact (Pub. L. No. 104-321). The “purpose of the compact is to provide for mutual assistance between the states entering into the compact in managing any emergency disaster that is duly declared by the Governor of the affected state, whether arising from natural disaster, technological hazard, man-made disaster, civil emergency aspects of resources shortages, community disorders, insurgency or enemy attack.” The FY 2026 NIMS Cooperative Agreement The NIMS-EMAC NOFO addresses the challenge of closing funding gaps for EMAC operations, ensuring a swift and coordinated response to emergent threats and disasters. The success of EMAC rests on sustaining, maintaining and improving its operational capability and the capabilities and implementation of its members. It seeks to solve the problem of fragmented emergency management efforts by strengthening interconnectivity and collaboration between federal agencies and non-federal partners. The NIMS-EMAC NOFO supports Mission 5: Build a Resilient Nation and Respond to Incidents, Objective 5.2: Strengthen National Resilience, and Objective 5.4: Enhance Training and Readiness of First Responders, of the DHS 2023 Quadrennial Homeland Security Review (QHSR). Specifically, it aims to streamline the integration and coordination of resources during crises, allowing for quicker adaptation and mobilization across various jurisdictions.

The purpose of this Notice of Funding Opportunity (NOFO) is to address topics related to the use of digital health technologies (DHTs) for remote data acquisition in clinical investigations to support drug development.

The primary purpose of this program is to develop and provide education and/or training, and outreach regarding FDA's Produce Safety Rule to produce farmers who are members of federally recognized Tribes. The program is expected to help Tribal farmers access appropriate technical assistance and may include Tribal farmers who are not currently required to comply with the rule but are interested in complying or see economic benefits in doing so. 1.  Project Background, Goals, and Objectives   Albania's youth face a rapidly evolving digital economy that demands advanced technical skills, entrepreneurial mindsets, and exposure to international industry standards.  Albanian interest in gaming – a global market forecasted to surpass $745 billion by 2030, in which the United States is leading – is high, presenting an opportunity to increase Albanian understanding of how U.S. economic strength and technological leadership support shared prosperity. By providing youth access to high-quality, structured training in coding, game design, and digital entrepreneurship, this program strengthens Albanian youths’ association between the United States and innovation, creativity, and opportunity; demonstrates the United States capacity to adapt and lead in a burgeoning tech market; and increases interest in U.S. products, technology, and brands. As a global, web-based arena for exchange, the gaming market also presents opportunities to promote digital freedom increases the durability and reach of U.S. narratives beyond official channels. This program will further those efforts by prioritizing American standards and values in online game development.   Include information of past projects. Project Background, Goals, and Objectives Albania has experienced multiple cyberattacks in recent years, placing increasingly digital government services and critical institutions at significant risk. While Albania is actively embracing AI, substantial skill gaps remain – gaps that American expertise is uniquely positioned to address. The “CyberNext: Advanced Cybersecurity and AI Readiness” program strengthens Albania’s cybersecurity and AI capabilities by leveraging U.S. technology, standards, and expertise. The program moves beyond basic awareness to build practical skills, improve resilience against digital threats, and deepen understanding of U.S. leadership in technological innovation. This initiative builds on previous American Corners programming in cybersecurity and AI that established a cohort of young people with baseline knowledge and awareness. It complements ongoing U.S. Embassy efforts to strengthen Albania's cyber resilience and digital infrastructure in alignment with American technology standards. The program creates a foundation for sustained engagement with Albanian youth and professionals who will shape the country’s digital future. 1.      Project Background, Goals, and Objectives American Corners in Albania have a consistent record of delivering youth entrepreneurship and economic advancement programming – from English language courses designed to build employability, to coding and tech skills bootcamps, to structured entrepreneurship incubators - each iteration reaching more participants year after year, expanding through all three Corners, and generating measurable results, including participants who have gone on to launch their own registered businesses. Most recently, American Corner Tirana hosted the launch of the American Chamber of Commerce in Albania Young Entrepreneurship and Innovation Committee, furthering the Corner’s role as a hub for U.S.-Albania business engagement. Taken together, this programming has demonstrated that structured, mentorship-driven engagement at American Corners works and is undoubtably well received by audiences. It has also revealed a clear gap: participants need longer-term engagement, direct connections to U.S. business networks, and concrete pathways to launch – not just develop – their ideas.
