This NOFO addresses evolving nonproliferation threats across key nodes of the global strategic trade and technology ecosystems in Asia and Europe. In the Philippines, Cambodia, and Malaysia, the program responds to the risk that weak or incomplete export control and foreign direct investment screening systems could allow diversion of dual‑use goods, advanced technologies, and critical minerals to proliferators or malign actors. In Taiwan, it tackles the threat that persistent, sophisticated networks will exploit gaps in supply chain, financial, and logistics controls to obtain the world’s most advanced AI‑relevant semiconductors and other dual‑use technologies. In Türkiye, the program confronts documented diversion and transshipment risks posed by intermediary‑dependent trade routes and the absence of widespread private‑sector internal compliance programs that meet international expectations. In Ukraine, it addresses the heightened risk that rapidly expanding defense and dual‑use innovation, combined with intense foreign interest and limited oversight mechanisms, could lead to unauthorized tangible and intangible technology transfers and diversion of U.S.‑origin or sensitive items. Collectively, the LOEs seek to close these vulnerabilities by strengthening legal and regulatory frameworks, institutional and industry compliance, and data‑driven enforcement capabilities to prevent the proliferation of WMD‑related, defense, and other sensitive technologies to end‑users and activities of concern.

A well‑designed and well‑managed security audit program systematically reviews prison operations, policies, procedures, staff performance, physical security systems, and emergency preparedness to identify vulnerabilities and risks. Because prisons inherently involve high‑risk factors—such as escapes, violence, contraband, disturbances, and other safety threats—structured, policy‑driven audits conducted by knowledgeable staff are essential for identifying and preventing problems before they occur.NIC’s 36‑hour security training program supports this goal by providing a comprehensive, hands‑on auditing experience. The program includes an in‑brief with agency and facility leadership, one full day of in‑person classroom instruction, three and a half days of prison‑based audit work, and a half‑day executive close‑out. Participants have a unique, nonjudgmental opportunity to apply auditing skills in real operational settings as teams are deployed to designated prisons. Upon completion, a full report of findings is prepared, enabling agencies to develop effective remediation strategies.

The FBMB program aims to strongly support innovative extension approaches and collaborative efforts to maintain and expand the publicly available national farm financial management database (FINBIN). Such efforts are needed to meet the challenges facing the Nation's agriculture and food systems. Farmers, farm managers, and individuals involved in production agriculture must be educated and prepared to work effectively across disciplines to solve agricultural and educational challenges. Meeting these challenges will require projects that are timely, strategic, creative, and multidisciplinary. The Maternal Health Emergency Management Training (MHEMT) program will extend the reach and impact of the AIM program by strengthening the capacity of the broader health care workforce in non-delivery and/or low-resource clinical settings. The purpose of the CMP-PDTA, under assistance listing 10.521, is to support the implementation and capacity of the 4-H Military Partnership and Outreach Support Program. Innovations Deserving Exploratory Analysis (IDEA) programs explore promising but unproven concepts with the potential to advance specific surface transportation systems. The Rail Safety IDEA program investigates innovative concepts and methods to improve safety and performance of railroads. The Federal Railroad Administration (FRA) endeavors to provide funding for the Transportation Research Board (TRB) of the National Academy of Sciences (NAS) to continue to carry out the Rail Safety IDEA program. FRA funding for the Safety IDEA program has been provided since October 2002. FRA joined the Federal Motor Carrier Safety Administration (FMCSA), as a joint sponsor of the Safety IDEA program. FMCSA has been funding the Safety IDEA program since the program started in October 2001. In 2013, the Rail Safety IDEA program has become completely independent and separate from the FMCSA; therefore, all projects funded by this Grant must be railroad related projects. Following Iran's widespread use of ballistic missiles and unmanned aerial systems (UAS) throughout the Near East region during the 2026 conflict, there remains a significant and persistent risk of unexploded ordnance (UXO) falling into the hands of malign actors who could repurpose these materials to carry out attacks against U.S. facilities, critical infrastructure, and civilian soft targets, a phenomenon known as “explosive harvesting.” The proliferation of UXO, combined with the technical sophistication of Iranian-origin explosive materials, presents an acute threat to regional stability and U.S. national security interests. The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized explosive ordnance disposal (EOD), counter improvised explosive device (C-IED), and post-blast investigation training and equipment to security forces in Iraq, Lebanon, and Gulf Cooperation Council (GCC) member states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates). The U.S. Department of State’s Embassy Algiers is launching a competitive program to catalyze innovation and commerce between the United States and Algeria and advance key U.S. foreign policy priorities. The initiative aims to strengthen commercial ties, expand market access for American companies, and promote American business models and technology, particularly in entrepreneurship and artificial intelligence as well as English language development[MS1.1]. The Established Program to Stimulate Competitive Research (EPSCoR) supports the U.S. National Science Foundation (NSF) mission by promoting nationwide scientific progress. Through this program, NSF fosters partnerships among academic institutions, government entities, industry, and non-profits. Government and the nation face a talent shortfall in artificial intelligence (AI) and cybersecurity. The CyberAICorps Scholarship for Service (CyberAI SFS) program welcomes proposals that address AI and cybersecurity education and workforce development. CyberAI refers to using AI in cybersecurity as well as providing security and resilience for AI systems. The Scholarship Track provides funding to establish, or to continue, scholarship for service programs with integrated AI and cybersecurity components (CyberAI). Scholarship recipients must be U.S. citizens or lawful permanent residents and work after graduation in the AI or cybersecurity mission of a government organization for a period of at least the length of the scholarship. The Innovation Tracksupports projects that enhance preparation of AI and/or cybersecurity professionals. Projects may expand existing educational opportunities, curricula, degree programs, educational pathways, methods and interventions, and partnerships among institutions of higher education, government, and employers. Two statutesauthorize this program: 15 USC §7442(cybersecurity) and42 USC §18993(AI). CyberAI SFS aligns with the Executive Order 14277 to prioritize AI within scholarship for service programs. CyberAI is managed by NSF’s Directorate for STEM Education in collaboration with the U.S. Office of Personnel Management (OPM) and U.S. Department of Homeland Security (DHS).

This funding program supports the operation of Tribal Historic Preservation Offices (THPOs) within allowable program areas described in the National Historic Preservation Act (54 U.S.C. 300101 et seq.). Where relevant, staff and projects must comply with the appropriate Secretary of the Interior"s Standards and Guidelines for Archeology and Historic Preservation.The purpose of this program is to provide grants to THPOs for the identification, evaluation, and protection of historic properties as outlined in the National Historic Preservation Act (NHPA) by such means as: survey, planning, technical assistance, physical preservation, review of Federal undertakings, education, listing in the National Register of Historic Places and Tribal Registers. These grants assist THPOs in carrying out the NHPA historic preservation activities that a Tribe agreed to assume from the State Historic Preservation Office, on tribal lands, under their Partnership agreement with the National Park Service.
