The purpose of this notice of funding opportunity (NOFO) is to solicit applications for pilot projects to identify new druggable targets for pain within the understudied druggable proteome. Awards will support generation of preliminary data and/or tools around eligible understudied protein(s) listed in this NOFO. This NOFO is intended to jumpstart research on understudied proteins within the context of pain and pain management and provide applicants with sufficient funding to perform basic biochemical and/or biological work to further the characterization of understudied proteins to identify new druggable targets for pain. This NOFO is part of the NIH Helping to End Addiction Long Term (HEAL) initiative to accelerate the development of novel medications to treat all aspects of the opioid addiction cycle, including progression to chronic use, withdrawal symptoms, craving, relapse, and overdose.

The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS) Competitive Research Program (NCCOS/CRP) [formerly Center for Sponsored Coastal Ocean Research (CSCOR)/Coastal Ocean Program (COP)] is soliciting proposals to drive practical and cost-effective innovations for harmful algal bloom toxin detection in seafood that promotes seafood safety, food security, and the economic success of U.S. seafood industries and their competitiveness in global markets. For this Announcement, proposals will focus on the development and advancement of innovative, efficient, and effective point-of-use harmful algal bloom toxin detection technologies in support of the Nation’s nutritional, cultural, and economic seafood interests, and to reduce costs to U.S. communities and industries that rely on safe seafood. --- Funding is contingent upon the availability of Federal appropriations. TechAccess: AI‑Ready America is a national-scale initiative to accelerate Artificial Intelligence (AI) readiness and adoption across the U.S. by strengthening coordination, leveraging partnerships and resources, filling gaps, and scaling what works—so local and state priorities can lead in shaping an AI-driven economy that benefits all Americans. Unlike initiatives centered around K–16 education, AI‑Ready America additionally reaches businesses, public-serving organizations, and individuals, among others, expanding access to AI knowledge, tools, and resources. The program also emphasizes practical implementation through hands‑on assistance and workforce upskilling, including experiential learning such as internships, project‑based work, and apprenticeships, to ensure stakeholders can effectively apply and innovate with AI. The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for the FY 2026 Youth Ambassadors program. Proposals may be submitted to implement one, or more, of eight program options outlined in this solicitation. A different proposal must be submitted for each program option, if applying for more than one. You must clearly identify which program option a proposal is for, early in the Executive Summary of the proposal. The Youth Ambassadors program provides groups of youth and adult mentor (select programs) participants from select countries in the regions of Sub-Saharan Africa (AF), East Asia and Pacific (EAP), Europe and Eurasia (EUR), Middle East and North Africa (NEA), South Central Asia (SCA), the Western Hemisphere (WHA), and the United States of America (USA) , with a three-week exchange focusing on youth leadership. In addition to participants travelling internationally, exchanges will include U.S. youth and adult mentors participating as peers in U.S. based exchanges. The Butte Creek Sutter Bypass West Borrow Canal (WBC) Weir #1 is a dilapidated weir structure and is no longer able to be used as a weir for the purposes of diverting and delivering water for agricultural use and to the United States Fish and Wildlife Service (USFWS) Sutter National Wildlife Refuge (Sutter NWR). The USFWS seek the design and permitting required for the partial removal of the weir and construction of a rock ramp that will maintain water surface elevations adequate to provide reliable water diversion rates and flows sufficient for fish passage. A feasibility study and report for Weir 1 has already been completed; final design and permitting are the next logical step in addressing the conditions at the weir. The flows required for diversion and passage should be consistent with minimum flow agreement requirements (M&T Ranch Agreement Decree Diversion 50) as well as flows through the fish passage structure at the Giusti Weir, located approximately 3.75 mile upstream. The flows of Butte Creek are diverted past the natural outlet to the Sacramento River (known as the Butte Slough Outfall Gates and under most conditions are directed downstream through the Butte Slough. The Butte Slough is bifurcated at a point just upstream of the State Route 20 bridge crossing, identified as the East-West Diversion Weir. The East-West Diversion splits the flows of Butte Slough to approximately 60% to the East and 40% to the West side borrow canals. This NOFO seeks to enhance protective measures for the supply chain of critical minerals, which are commodities of proliferation concern due to their prevalence in countless dual-use items. ACN/EXBS seeks an implementer to bolster export controls, customs screening, and investment screening across key critical mineral producers and transit states worldwide to mitigate their acquisition by U.S. adversaries, while securing supply chains from predatory and illicit practices to bolster U.S. national and economic security.

This NOFO combats China’s efforts to acquire U.S.-origin advanced technologies and control critical supply-chain nodes that enable proliferation-relevant capabilities. LOE 1 strengthens GCC governments' ability to implement U.S. AI license conditions, detect and prevent diversion of U.S.-origin advanced technologies, and counter Chinese exploitation of regional transshipment hubs. LOE 2 helps priority Western Hemisphere countries design and enforce fair, effective investment screening to block Chinese access to sensitive technologies, critical infrastructure, and minerals essential to defense supply chains. LOE 3 reinforces export controls and oversight of free trade and special economic zones across ASEAN and Mongolia to disrupt Chinese diversion of emerging and dual‑use technologies through regional trading hubs.

This NOFO addresses evolving nonproliferation threats across key nodes of the global strategic trade and technology ecosystems in Asia and Europe. In the Philippines, Cambodia, and Malaysia, the program responds to the risk that weak or incomplete export control and foreign direct investment screening systems could allow diversion of dual‑use goods, advanced technologies, and critical minerals to proliferators or malign actors. In Taiwan, it tackles the threat that persistent, sophisticated networks will exploit gaps in supply chain, financial, and logistics controls to obtain the world’s most advanced AI‑relevant semiconductors and other dual‑use technologies. In Türkiye, the program confronts documented diversion and transshipment risks posed by intermediary‑dependent trade routes and the absence of widespread private‑sector internal compliance programs that meet international expectations. In Ukraine, it addresses the heightened risk that rapidly expanding defense and dual‑use innovation, combined with intense foreign interest and limited oversight mechanisms, could lead to unauthorized tangible and intangible technology transfers and diversion of U.S.‑origin or sensitive items. Collectively, the LOEs seek to close these vulnerabilities by strengthening legal and regulatory frameworks, institutional and industry compliance, and data‑driven enforcement capabilities to prevent the proliferation of WMD‑related, defense, and other sensitive technologies to end‑users and activities of concern.

This project will support the development of sustainable maritime legal capacity within the Philippine Office of the Solicitor General (OSG), the Department of Justice (DOJ), and other relevant agencies. Through technical training, legal advisory support, interagency coordination, and professional exchanges, the initiative aims to strengthen institutional expertise in maritime law, UNCLOS, arbitration, litigation strategy, and maritime case development. The project will support establishment of long-term training and knowledge-transfer mechanisms, including a multiyear training roadmap, Training-of-Trainers framework, and development of maritime legal reference materials. By building durable, in-house maritime legal expertise and strengthening rules-based approaches to maritime legal issues, the initiative supports regional stability, lawful commerce, and partner self-reliance in the Indo-Pacific.

The U.S. Department of State’s Embassy Algiers is launching a competitive program to catalyze innovation and commerce between the United States and Algeria and advance key U.S. foreign policy priorities. The initiative aims to strengthen commercial ties, expand market access for American companies, and promote American business models and technology, particularly in entrepreneurship and artificial intelligence as well as English language development[MS1.1]. Target audiences include Algerian students and young leaders (ages 18-35), entrepreneurs, and mid-career professionals, with a focus on building partnerships between U.S. and Algerian institutions and improving knowledge relevant to U.S. business and technology standards. The Embassy may play an active role in guiding and monitoring the program, while recipients will manage implementation and outreach. Competitive proposals should support a priority program area (see below) and should include a connection with American expert/s, organization/s, institution/s or private sector companies that will promote increased cooperation between the people of the United States and Algeria even after the program has finished.

Program Description: The purpose of this grant competition is to establish a National Assessment Center to improve children with disabilities’ participation in and performance on State and districtwide assessments. This award is funded under the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program. The goal of this program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities supported by scientifically based research. This award aligns to requirements in the Individuals with Disabilities Education Act (IDEA). Specifically, section 612(a)(16) requires that all children with disabilities are included with appropriate accommodations in general State and districtwide assessments as indicated in their individualized education programs, including assessments described under section 1111 of the Elementary and Secondary Education Act (ESEA) and alternate assessments. Many States have also adopted kindergarten entry assessments to assess multiple developmental domains and support early learning. The Established Program to Stimulate Competitive Research (EPSCoR) supports the U.S. National Science Foundation (NSF) mission by promoting nationwide scientific progress. Through this program, NSF fosters partnerships among academic institutions, government entities, industry, and non-profits. Government and the nation face a talent shortfall in artificial intelligence (AI) and cybersecurity. The CyberAICorps Scholarship for Service (CyberAI SFS) program welcomes proposals that address AI and cybersecurity education and workforce development. CyberAI refers to using AI in cybersecurity as well as providing security and resilience for AI systems. The Scholarship Track provides funding to establish, or to continue, scholarship for service programs with integrated AI and cybersecurity components (CyberAI). Scholarship recipients must be U.S. citizens or lawful permanent residents and work after graduation in the AI or cybersecurity mission of a government organization for a period of at least the length of the scholarship. The Innovation Tracksupports projects that enhance preparation of AI and/or cybersecurity professionals. Projects may expand existing educational opportunities, curricula, degree programs, educational pathways, methods and interventions, and partnerships among institutions of higher education, government, and employers. Two statutesauthorize this program: 15 USC §7442(cybersecurity) and42 USC §18993(AI). CyberAI SFS aligns with the Executive Order 14277 to prioritize AI within scholarship for service programs. The Clean Vessel Act Grant Program (CVA) provides cost sharing awards to designated agencies of the 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands to provide recreational boaters with facilities to prevent waste disposal into public waterways and improve recreational boating opportunities. Funding for CVA comes from the Sport Fish Restoration and Boating Trust Fund and is authorized by the Clean Vessel Act of 1992 (33 U.S.C. § 1322 Note) and the Dingell-Johnson Sport Fish Restoration Act (16 U.S.C. § 777 et seq.), as amended. The National Oceanic and Atmospheric Administration (NOAA) Coral Reef Conservation Program provides financial assistance through the Ruth D. Gates Coral Reef Conservation Grants - Fishery Management competition for projects to sustainably manage coral reef fisheries, as authorized under the Coral Reef Conservation Act, 16 U.S.C. § 6410. Projects funded through this competition are for activities that: 1) Develop or update sustainable coral reef fisheries management plans; 2) Address science/information gaps that help advance sustainable management of coral reef fisheries stocks; 3) Advance ecosystem-based fisheries management by modernizing analysis of existing data and application of fisheries management tools. The NSF Trailblazer Engineering Impact Award (TRAILBLAZER) program supports individual investigators who propose novel research projects with the potential to innovatively and creatively address new areas of fundamental or applied research, catalyze development of new industries or capabilities that increase the leadership position for the country, and/or make significant progress towards addressing a national need or grand challenge, particularly in current priority areas including, but not limited to, artificial intelligence (AI), bioengineering, quantum engineering, robotics, and nuclear engineering.
