The Office of Academic Exchange Programs, ECA, invites proposal submissions for the design and implementation of the FY 2026 Study of the U.S. Institutes Madeleine K. Albright Young Women Leaders Program (Albright SUSIs). The four Albright SUSIs will take place over five weeks in summer 2027. The Albright SUSIs will focus on one of two themes: 1) Economic Prosperity and Growth (two SUSIs) and 2) Governance and Security (two SUSIs). See details in section C. Program Description of the Notice of Funding Opportunity. The Albright SUSIs include four cohorts of approximately 20 foreign undergraduate students (men and women), between the ages of 18 and 25 (approximately 80 participants total). The Albright SUSIs will include an approximately four-week academic residency at a U.S. educational institution and an approximately one-week integrated academic field experience that will bring participants to a U.S. region distinct from their residency location. Each Albright SUSI should highlight American success and innovation in the themes outlined above. The Fulbright Specialist Program will select approximately 400 American academics and professionals to countries worldwide for two-to-six week programming in FY 2027. Fulbright Specialists share their expertise, build and strengthen professional networks, and gain international experience through projects that support U.S. foreign policy priorities and strengthen institutional ties in education, innovation, and trade.   Specialist projects are requested by U.S. embassies and Fulbright Commissions abroad, in coordination with foreign institutions such as universities, teacher-training centers, cultural institutions, and government ministries. Specialists may include attorneys, business leaders, economists, etc., and they develop curricula, design or deliver symposia, conduct needs assessments, and consult on faculty or workforce needs. The primary purpose of this study is to conduct a comprehensive evaluation of Muskellunge stocking effectiveness and efficiency within Iowa's lakes and reservoirs, including those managed by the U.S. Army Corps of Engineers (USACE). This research directly addresses the USACE's interest in optimizing the management of recreational fisheries within their projects. By identifying and refining Muskellunge culture methods and stocking policies, this study aims to enhance the efficacy and efficiency of state agency stocking programs, ensuring that valuable resources are utilized to maximize angler success. The comprehensive understanding of Muskellunge survival, movement, and habitat use gained from this study will directly inform optimized stocking strategies, leading to more robust and sustainable Muskellunge populations. This, in turn, is anticipated to increase angler success rates and overall recreational satisfaction, thereby enhancing the economic and social benefits derived from recreational fishing on USACE reservoirs and similar water bodies across the state and potentially nationwide. NOAA/NMFS is soliciting competitive proposals for grants and cooperative agreements for projects that will support NOAA’s mission for stewardship of living marine resources and the sustainable management of U.S. commercial longline fisheries. Projects will ensure data pipelines are in place to inform the sustainable management of U.S. commercial fisheries that interact with endangered species as they migrate throughout the Pacific — a problem that has led to fishery closures when annual interaction limits are reached. Through these efforts, NOAA will strengthen the competitiveness of U.S. commercial longline fisheries, creating a more level playing field for American fishermen, while reinforcing U.S. leadership in marine resource management. Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) solicits applications from institutions/organizations that propose to maintain or establish a Pharmacokinetics Resource Laboratory (PK Laboratory) to support the Experimental Therapeutics Clinical Trials Network (ETCTN). The PK Laboratory will organize biospecimen collections and provide subsequent analyses of pharmacokinetic endpoints, drug-drug interactions, cytochrome P450 (CYP) interactions, pharmacodynamics, and food effects in ETCTN studies of NCI Investigational New Drug (IND) agents. The U.S. Department of State's Embassy Tashkent announces an open competition for a cooperative agreement to implement " Storytelling to Safeguard Cultural Identity and Sovereignty: Bolstering the Tourism Industry" in Uzbekistan. This program aims to maximize the impact of U.S. investments in cultural heritage preservation and Ambassadors Fund for Cultural Preservation (AFCP) projects amplifying shared civilizational values and U.S. linkages while enhancing tourism experiences and building capacity for story-telling and content creation related to AFCP-supported heritage sites across Uzbekistan. The selected implementer will work in partnership with the Art and Culture Development Foundation (ACDF), Cultural Heritage Agency of the Republic of Uzbekistan (CHA), National Tourism Committee, National Content Creation Center, and local creative industry partners to deliver an integrated training program targeting two key audiences: tourism professionals and tour guides, and content creators (bloggers, journalists, filmmakers, and digital creators). This BRAIN Initiative Notice of Funding Opportunity (NOFO) is to support scaled reagent production and distribution facilities involving technologies to access brain cell types. Facilities for production and distribution of these reagents by a broad set of neuroscientists will be encouraged. This NOFO is part of the BRAIN Initiative Armamentarium for Brain Cell Access transformative project. Efforts will be supported to produce and distribute gene transfer, gene regulation, and genome engineering reagents for use in both genetically tractable and less tractable systems, including primates and human tissue, which are relevant for future translational efforts. Reagents to be produced and distributed are those designed and validated under other NOFOs from the Armamentarium transformative project.

The DOE SC program in Basic Energy Sciences (BES) announces a re-competition of the Energy Frontier Research Center (EFRC) program. The Department of State’s Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites U.S.-based non-profit/non-governmental organizations to submit proposals for projects that will advance the mission of NDF’s event management project for the 2027 Multilateral Action on Sensitive Technologies (MAST) Plenary. MAST provides a coordinating forum for key foreign countries, which are producers and suppliers of sensitive technologies, to develop the tools and procedures needed to safeguard sensitive technologies possessing weapons of mass destruction (WMD) and enable capabilities from foreign diversion, exploitation, and potential misuse. These activities will reduce the potential for diversion of weapons-applicable sensitive goods and technologies, including through integration of data collection, development of response options, and coordinated multilateral execution. Working groups operate to regularize communication among the partners between plenary sessions and examine technology-related issues in greater detail. The Division of Kidney, Urologic, and Hematologic Diseases (KUH) at the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) currently supports several institutional and individual training and career development programs. A.   The U.S. Army Corps of Engineers (USACE) invites proposals for a project to conduct a comprehensive uncertainty analysis for new outflow rating equations associated with a critical water control structure on Lake Superior. The primary focus of this funding opportunity is to enhance the accuracy and reliability of discharge measurements, which are fundamental to the effective management of the Great Lakes system under the Lake Superior Regulation Plan. The base task, along with both options, are all tasks that are related to improving Lake Superior outflow regulation. However, these tasks are not interdependent. The base, option 1 and option 2, are simply a priority given to these tasks if funding should be available. Task 1: Current operational procedures for the structure’s gates include partially open settings that are not accounted for in historical rating equations. To address this, new rating equations are currently under development by a team at the University of Michigan using advanced physical and computational fluid dynamics (CFD) modeling. A key requirement for a successful proposal under this announcement is a well-defined plan for the awardee to work collaboratively and integrate their efforts with the existing University of Michigan modeling team. This partnership will be essential to ensure the resulting uncertainty analysis is robust and directly applicable to the new ratings. The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for proposals to implement the FY 2026 Tech Youth program. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries.
