The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS) Competitive Research Program (NCCOS/CRP) [formerly Center for Sponsored Coastal Ocean Research (CSCOR)/Coastal Ocean Program (COP)] is soliciting proposals to drive practical and cost-effective innovations for harmful algal bloom toxin detection in seafood that promotes seafood safety, food security, and the economic success of U.S. seafood industries and their competitiveness in global markets. For this Announcement, proposals will focus on the development and advancement of innovative, efficient, and effective point-of-use harmful algal bloom toxin detection technologies in support of the Nation’s nutritional, cultural, and economic seafood interests, and to reduce costs to U.S. communities and industries that rely on safe seafood. --- Funding is contingent upon the availability of Federal appropriations. If funding is available for this program, two to five projects are expected to be supported for one to three years in duration, with an approximate annual budget for each project of $100,000-$250,000, not to exceed $750,000 per project. The U.S. Department of State’s Embassy Doha announces an open competition to implement a program to advance concrete U.S. economic, technological, and security interests in Qatar. This is not a call for traditional cultural programming. What We Fund: Projects that position U.S. firms and technologies as Qatar's preferred partners; demonstrate how America's open society drives innovation; strengthen U.S.-Qatar security cooperation; and use Freedom250 to showcase American excellence in ways that support strategic objectives. What We Require: Clearly defined target audiences, specific measurable objectives, concrete impact metrics, and strategic alignment with U.S. interests. Four Themes (choose at least one): 1. Strategic Economic and Technology Partnership 2. Open Information, Free Inquiry, and Innovation 3. Sovereignty, Security, and the U.S. as High-Trust Partner 4. The USDA’s Food and Nutrition Administration (FNA) works to nourish those in need through financially sound programs that promote health and work, as well as champion the productivity of American agriculture. FNA requests applications for the Healthy Fluid Milk Incentives (HFMI) Cooperative Agreement Project for Fiscal Year (FY) 2026. The goal of these grants is to increase the purchase of fluid milk among low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) by providing incentives at the point of purchase. In line with the United States Department of Agriculture’s (USDA) strategic goals to provide Americans with access to healthier food systems to build healthier families, the HFMI project both develops and implements modernized systems, as well as strengthens existing strategies to encourage healthy choices, healthy outcomes, and healthy families.

The purpose of this program is to develop and disseminate training and technical assistance to address the high prevalence of opioid and stimulant use and misuse affecting rural communities.

The purpose of this program is to support comprehensive, street-based engagement, treatment, and recovery support services for individuals who are homeless and have serious mental illness, serious emotional disturbance, substance use disorders, or co-occurring mental and substance use disorders.

The purpose of this program is to support a Regional Pediatric Prevention Network (RPPN). The RPPN strengthens local and regional capacity to care for children during disasters and emergencies through community partnerships, coordinated pediatric preparedness, and dissemination of research-informed pediatric disaster care. The RPPN will include at least 10 children"s hospitals, or their university pediatric partners, funded through two primary awards. It will also include community partners working with these hospitals. Each of the 10 Children"s Hospital centers will advance pediatric emergency and disaster preparedness at the local, regional, and national levels, including for children with special health care needs and behavioral health concerns, children living in poverty, and children in rural, remote, and tribal areas.

The purpose of this program is to improve state and territory response to all 988 contacts (including calls, chats, and texts) originating in the state/territory and improve service for populations at high risk of suicide and overdose.

The purpose of the program is to expand efforts among Lifeline crisis centers to support individuals post-contact to provide continued support and linkages to decrease suicide, deaths by overdose and future crisis events by: (1) ensuring the systematic follow-up of suicidal persons who contact the 988 Suicide and Crisis Lifeline; (2) providing enhanced coordination of crisis stabilization, crisis respite, mobile crisis outreach (MCO) response services and other services on the crisis continuum of care; (3) reducing unnecessary police, fire and emergency medical services engagement to allow first responders to focus on public safety; and (4) improving connections to ongoing support and recovery for high-risk populations.

Program Description: The purpose of this grant competition is to establish a National Assessment Center to improve children with disabilities’ participation in and performance on State and districtwide assessments. This award is funded under the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program. The goal of this program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities supported by scientifically based research. This award aligns to requirements in the Individuals with Disabilities Education Act (IDEA). Specifically, section 612(a)(16) requires that all children with disabilities are included with appropriate accommodations in general State and districtwide assessments as indicated in their individualized education programs, including assessments described under section 1111 of the Elementary and Secondary Education Act (ESEA) and alternate assessments. Many States have also adopted kindergarten entry assessments to assess multiple developmental domains and support early learning. A well‑designed and well‑managed security audit program systematically reviews prison operations, policies, procedures, staff performance, physical security systems, and emergency preparedness to identify vulnerabilities and risks. Because prisons inherently involve high‑risk factors—such as escapes, violence, contraband, disturbances, and other safety threats—structured, policy‑driven audits conducted by knowledgeable staff are essential for identifying and preventing problems before they occur.NIC’s 36‑hour security training program supports this goal by providing a comprehensive, hands‑on auditing experience. The program includes an in‑brief with agency and facility leadership, one full day of in‑person classroom instruction, three and a half days of prison‑based audit work, and a half‑day executive close‑out. Participants have a unique, nonjudgmental opportunity to apply auditing skills in real operational settings as teams are deployed to designated prisons. Upon completion, a full report of findings is prepared, enabling agencies to develop effective remediation strategies.

This NOFO addresses evolving nonproliferation threats across key nodes of the global strategic trade and technology ecosystems in Asia and Europe. In the Philippines, Cambodia, and Malaysia, the program responds to the risk that weak or incomplete export control and foreign direct investment screening systems could allow diversion of dual‑use goods, advanced technologies, and critical minerals to proliferators or malign actors. In Taiwan, it tackles the threat that persistent, sophisticated networks will exploit gaps in supply chain, financial, and logistics controls to obtain the world’s most advanced AI‑relevant semiconductors and other dual‑use technologies. In Türkiye, the program confronts documented diversion and transshipment risks posed by intermediary‑dependent trade routes and the absence of widespread private‑sector internal compliance programs that meet international expectations. In Ukraine, it addresses the heightened risk that rapidly expanding defense and dual‑use innovation, combined with intense foreign interest and limited oversight mechanisms, could lead to unauthorized tangible and intangible technology transfers and diversion of U.S.‑origin or sensitive items. Collectively, the LOEs seek to close these vulnerabilities by strengthening legal and regulatory frameworks, institutional and industry compliance, and data‑driven enforcement capabilities to prevent the proliferation of WMD‑related, defense, and other sensitive technologies to end‑users and activities of concern.

The Maternal Health Emergency Management Training (MHEMT) program will extend the reach and impact of the AIM program by strengthening the capacity of the broader health care workforce in non-delivery and/or low-resource clinical settings. The primary goal of this program is to increase capacity and improve the quality of care provided by clinicians and first responders who encounter pregnant and postpartum women in non-delivery and/or low-resource clinical settings.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat forced child recruitment by Foreign Terrorist Organizations (FTO) and Transnational Criminal Organizations (TCO) in Colombia. Combating forced child recruitment weakens illegal armed groups by depriving them of members and reduces their ability to engage in criminal activities that threaten U.S. national security. This project will support Colombian efforts to combat forced child recruitment by enabling law enforcement to investigate, arrest, and prosecute recruiters.

The primary mission of the FAST program is to strengthen the technological competitiveness of small businesses in the United States. The FAST program provides yearly funding to eligible organizations to execute state-based programs, which may also collaborate regionally, that raise awareness of the SBIR/STTR programs, educate small businesses on new and ongoing program requirements, increase application submission and awards, and reach all eligible small businesses.

AoD plans to fund one (1) 3-year cooperative agreement to developsustainable peer support models for individuals who use or can benefit from the use of Augmentative and Alternative Communication (AAC) across the lifespan. The funded project must include, but not be limited to, individuals that use AAC, nonprofit community-based service-provider organization(s), self-advocacy organizations, youth and adults with I/DD, families, and others in their support system. The project will address the needs of and provide support for the estimated five million people in the US that experience speech disabilities including individuals intellectual and developmental disabilities (I/DD) who use AAC or could benefit from AAC to ensure access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, and integration and inclusion in all facets of community life. The goal will be to provide a community where people who need or use AAC can come together in a safe space to share their positive and negative experiences and to increase knowledge, usage, and awareness of AAC for people with speech disabilities to live independent, self-determined lives using AAC that meets their interests and communicaion preferences.

The purpose of the National Technical Assistance Center (NTAC) on Kinship and Grandfamilies is to increase the services provided to grandfamilies and kinship families through the National Aging Services Network. This center will increase the National Aging Services Network capacity and effectiveness to support the health and well-being of members of grandfamilies and kinship families, including caregivers, children, and their parents. NTAC will catalyze implementation of the National Strategy to Support Family Caregivers by scaling replicable models proven to support grandfamilies and kinship families in their caregiving roles. The NTAC will do this through collaboration with subject matter experts, provision of technical assistance, resources and training across systems, fostering peer-to-peer learning, and planning responses to emergencies and disasters.
