Treasury is publishing multiple funding opportunity notices for its RESTORE Act grant programs. This announcement applies only to the Centers of Excellence Research Grants Program.Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, including institutions of higher education. Funds may be used to establish Centers of Excellence, and by those Centers of Excellence for science, technology, and monitoring in one or more of the following disciplines as described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.704: 1) Coastal and deltaic sustainability, restoration, and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region. 2) Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region. 3) Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico. 4) Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region. 5) Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.Eligible applicants issuing subawards to Center(s) of Excellence must establish and implement a program to monitor compliance with its subaward agreements.

Treasury is publishing multiple funding opportunity announcements (FOAs) for its RESTORE Act grant programs. This announcement applies only to the Direct Component and is only for applications for eligible construction and real property acquisition activities, including environmental restoration projects and including projects with or without a non-federal cost-share for another federally funded project or program. To apply for eligible activities that do not involve any construction, land acquisition, or environmental restoration, applicants should use the non-construction funding opportunity announcement (GR-RDC-25-002). All construction and real property acquisition activities, and any activity that requires a permit from a federal or state agency, including natural resource restoration projects, should be submitted under this construction and real property acquisition funding opportunity announcement. Trust Fund amounts are available to carry out eligible activities described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.201. These are: 1) Restoration and protection of the natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches and coastal wetlands of the Gulf Coast region. 2) Mitigation of damage to fish, wildlife, and natural resources. 3) Implementation of a Federally- approved marine, coastal, or comprehensive conservation management plan, including fisheries monitoring. 4) Workforce development and job creation. 5) Improvements to or on State parks located in coastal areas affected by the Deepwater Horizon oil spill...

The Highlands Conservation Act Program (HCA) is administered by the US Fish and Wildlife Service (Service) to assist Connecticut, New Jersey, New York, and Pennsylvania in the protection of land and natural resources in the Highlands Region. HCA grants support land conservation projects in which a State, County, or Municipal entity acquires land or an interest in land from a willing seller to conserve resources of high conservation value.Governors of the four Highlands States may submit proposals for up to 50% of the total cost of land conservation projects in the Highlands Region.Funding appropriated under the HCA is typically divided into two separate categories – Base and Competitive. Eligible applicants may submit requests for the Competitive Funding Round in response to this Notice of Funding Opportunity. A separate Notice of Funding Opportunity will be posted for Base Funds. The purpose of this initiative is to: (1) support the efforts by R15-eligible Principal Investigators (PIs) to conduct rigorous basic and/or mechanistic pain research projects; (2) promote integrated, interdisciplinary research partnerships between R15-eligible PIs and additional investigators from U.S. domestic institutions, and (3) enhance the pain research environment at the R15-eligible institution for health professional trainees or undergraduate and/or graduate students by actively engaging them in the proposed pain research projects.

FY 2024 FMA Swift Current aims to better align the delivery of FMA flood mitigation funding to the disaster survivor experience. The FMA grant program makes federal funds available to states, U.S. territories, federally recognized Indian/Native American Tribal Governments, and local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities. FMA funds a variety of flood mitigation activities that are designed to reduce flood risk to NFIP policyholders in an effort to reduce the NFIP’s financial exposure. Applicants can submit applications for this funding opportunity through FEMA Grants Outcomes (GO). The purpose of this Academic Research Enhancement Award (AREA) for Undergraduate-Focused Institutions is to support small scale research grants at institutions that do not receive substantial funding from the NIH, with an emphasis on providing biomedical research experiences primarily for undergraduate students and enhancing the research environment at applicant institutions.Eligible institutions must award baccalaureate science degrees and have received no more than $6 million dollars per year of NIH support (in both direct and F and A/indirect costs) in 4 of the last 7 fiscal years. For institutions composed of multiple schools and colleges, the $6 million funding limit is based on the amount of NIH funding received by all the non-health professional schools and colleges within the institution as a whole.This Notice of Funding Opportunity (NOFO) supports investigator-initiated mechanistic and/or minimal risk clinical trials addressing the mission and research interests of the participating NIH institutes. For the purpose of this NOFO, minimal risk clinical trials are defined as those that do not require FDA oversight, do not intend to formally establish efficacy, and have low risks to potentially cause physical or psychological harm.

The purpose of the Tribal Institutional Review Board Establishment and Enhancement (TIRBEE) award is to support federally recognized American Indian/Alaska Native (AI/AN) Tribes, Tribal colleges and universities, Tribal health programs, or Tribal organizations(collectively, eligible Tribal entities) to establish Institutional Review Boards (IRBs) or enhance the capacity of existing Tribal IRBs.

CDC seeks to enhance the nation’s ability to rapidly mobilize, surge, and respond to public health emergencies (PHEs) as identified by CDC by establishing a roster of approved but unfunded (ABU) applicants that may receive rapid funding to respond to PHEs of such magnitude, complexity, or significance that they would have an overwhelming impact upon, and exceed resources available to, the jurisdictions. Applicants will undergo an objective merit review process, and entities that successfully meet the requirements for approval will be placed on the ABU list. CDC will use this ABU list for emergencies that require federal support to effectively respond to, manage, and address identified public health threats. CDC will make funding related to this NOFO available once it has determined a public health emergency exists or is considered imminent and will be contingent upon the availability and stipulations of appropriations. CDC will provide additional guidance and information to those on the ABU list when this NOFO is funded. Since this NOFO is designed to collect applications prior to a PHE, applicants are encouraged to submit work plans and budgets that demonstrate their ability to respond to a PHE. COVID-19 public health response plans, such as plans funded under CDC-RFA-TP18-1802 in 2020 are acceptable for this purpose. The purpose of this Notice of Funding Opportunity (NOFO) is to advance efforts for a nationally integrated animal food safety system providing state animal food regulatory programs the ability to achieve full implementation of the Animal Food Regulatory Program Standards (AFRPS) within 5 years and to maintain full implementation. This NOFO will also fund optional projects for state animal food regulatory programs to:Advance food safety and protect public health by strengthening partnerships with the FDA and other state animal food regulatory partners through sharing, collaboration, coordination, and leveraging each other’s expertise, work, data, and enforcement actions.Develop and standardize processes, procedures, systems, and other methods to integrate federal and state animal food regulatory work resulting in mutual reliance.Specific outcomes may include, but are not limited to:State animal food regulatory programs will achieve and maintain implementation of the AFRPS, which is recognized as a critical element to creating a national, fully integrated food safety system.Operational use of standardized animal food regulatory systems developed by state programs to compel federal reliance on state regulatory work and resources and reciprocal state reliance on federal work and resources, resulting in mutual reliance.This project will strengthen and improve FDA efforts to build an integrated food safety system by building high quality state animal food regulatory programs that can promote regulatory compliance and prevent foodborne illnesses.

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The National Center for Advancing Translational Sciences (NCATS) will award Institutional Research Career Development (K12) programs through the Clinical and Translational Science Awards (CTSA). The purpose of this Notice of Funding Opportunity (NOFO) is to encourage institutions to propose creative and innovative institutional research career development programs designed to prepare an outstanding heterogeneous pool of promising later stage postdoctoral fellows and junior faculty scholars who have made a commitment to independent clinical and translational science research careers (i.e., tenure-track or equivalent faculty positions)to facilitate their timely career advancementand continued engagement in research (i.e., sectors including academia, industry, nonprofit and government).

The CTSA Collaborative and Innovative Acceleration Award (CCIA) aims to accelerate the pace of translational research by supporting the collaborative development, dissemination, and sustainable implementation of innovative solutions across the CTSA Program Consortium and beyond. This Notice of Funding Opportunity (NOFO) invites investigator-initiated applications to develop, demonstrate, and disseminate innovative new approaches, technologies, resources, or models that increase the impact of research across diseases, transform the field of translational science, and bring more treatments for all people more quickly.

The purpose of the Research Enhancement Award Program (REAP) for Health Professional Schools and Graduate Schools is to stimulate basic and clinical research in educational institutions that provide baccalaureate or advanced degrees for a significant number of the Nation's research scientists, but that have not been major recipients of NIH support. REAP grants create opportunities for scientists and institutions otherwise unlikely to participate extensively in NIH research programs to contribute to the Nation's biomedical and behavioral research effort. REAP grants are intended to support small-scale research projects proposed by faculty members of eligible, domestic institutions, to expose undergraduate and/or graduate students at health professional schools or graduate schools to meritorious research projects, and to strengthen the research environment of the applicant institution.Eligible institutions must award NIH-relevant baccalaureate or advanced degrees in health professions and have received less than $6 million per year of NIH support (total costs) in 4 of the last 7 fiscal years. In this NOFO, a college is a stand-alone entity and not a component of a university system.

This cooperative agreement is intended to enhance the capacity and capabilities of state human and animal food testing laboratories in support of an integrated food safety system (IFSS). This is achieved through prioritized sample testing and food defense preparedness in the areas of microbiology, chemistry, and radiochemistry, as well as method development and capacity/capability development projects that support and expand food safety and food defense testing.

The purpose of this Funding Opportunity Announcement (FOA) is to solicit applications for inclusion as Animal and Veterinary Innovation Centers, which are intended to form long-term partnerships to address priority areas for FDA's Center for Veterinary Medicine (CVM). This includes CVM developing cooperative agreement(s) with academic research institutions (public and private) to:  1. Drive research that supports the development of interventions to prevent, control, or eliminate Highly Pathogenic Avian Influenza (HPAI) virus in animals, or interventions that reduce the circulation of the virus in the ecosystem. Work may also include other emerging zoonotic disease threats or One Health issues in future years.  2. Drive research that supports the development of intentional genomic alternations in animals and the advancement of regulatory science in this field, with a focus on intentional genomic alternations that support agricultural resilience, food security, animal health, or public health.  3. Drive research that supports the development of products for minor species, minor uses in major species (dogs, cats, horses, cattle, pigs, chickens, and turkeys) and other unmet veterinary medical needs in major species that create a significant animal or public health burden.

The purpose of the Native American Research Centers for Health (NARCH) Planning Grants program is to support federally recognized American Indian/Alaska Native (AI/AN) Tribes, Tribal colleges and universities, Tribal health programs, or Tribal organizations (collectively, eligible AI/AN Tribal entities) to plan and conduct preparatory work for developing competitive NARCH applications.

The SuRE program supports research capacity building at eligible higher education institutions by funding investigator-initiated biomedical research inbasic, social, clinical, behavioral, or translational science that falls in the mission areas of the NIH. The purpose of SuRE awards is to provide support for investigator-initiated research at resource-limited institutions by full-time faculty who are not currently funded by any NIH Research Project Grants (RPGs) with the exception of SuRE or SuRE-First awards, to furnish students with high-quality undergraduate and/or graduate research experiences, and to enhance the institutional scientific research culture.

The SuRE program supports research capacity building at eligible higher education institutions through funding investigator-initiated biomedical research inbasic, social, clinical, behavioral, or translational science that falls in the mission areas of the NIH. The purpose of SuRE-First awards is to provide support for investigator-initiated research at resource-limited institutions by full-time faculty who have not had any prior independent, peer-reviewed, external research grants, to furnish students with high-quality undergraduate and/or graduate research experiences, and to enhance the institutional scientific research culture.
