This is a notice of funding opportunity (NOFO) for the FY26 Technology and Equipment Program (TEP). This noncompetitive, invitational, funding opportunity provides funding to state, territorial, local, Tribal, and other entities designated under the heading “Community Oriented Policing Services, Technology and Equipment Community Projects / COPS Law Enforcement Technology and Equipment” in the Congressional Joint Explanatory Statement – Division C, which is incorporated by reference into Public Law 119-74, to develop and acquire effective law enforcement equipment, technologies and interoperable communications that assist in responding to and preventing crime and expand the implementation of community policing. Equipment funded under this program should meet any applicable requirements of the National Institute of Standards and Technology's Office of Law Enforcement Standards.

The Secretary of the Interior ("Secretary"), through the Division of Energy and Mineral Development (DEMD), Office of Trust Services, Bureau of Indian Affairs (BIA), is soliciting grant proposals from Federally recognized Tribal entities for the Tribal Energy Development Capacity (TEDC) grant. The TEDC grant seeks to build Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Indian land. Grants may fund development of organizational and business structures for energy development, as well as legal and regulatory infrastructure. Certified Local Governments are encouraged to prioritize projects in support of the celebration of America's 250th birthday (America250). This may include, but is not limited to, preservation 2 planning, interpretation, public engagement, and rehabilitation projects that recognize and honor the nation's founding, history, and cultural heritage.New TERA Pathways Topic Area - As part of this solicitation, applicants may elect to pursue activities aligned with the TERA Pathways Initiative, a strategic capacity building effort focused on supporting Tribal progress toward energy self-determination under the Tribal Energy Resource Agreement (TERA) framework. Applications should specify if they are applying for this topic area.

The purpose of this program is for the prevention of suicide, suicide attempts, and deaths by suicide among American Indian/Alaska Native youth and young adults through age 24 in Tribal communities.

The purpose of the TOR program is to assist in addressing the overdose crisis in Tribal communities by increasing access to FDA-approved medications for the treatment of opioid use disorder (MOUD), and supporting the continuum of prevention, treatment, and recovery support services for opioid use disorder (OUD) and co-occurring substance use disorders, and stimulant misuse and use disorders, including those involving cocaine and methamphetamine.

The PHHS Block Grant Program allows recipients to address their own unique public health needs and challenges with evidence-based, innovative and community-driven methods. Recipients set their own goals and program objectives to address local priorities.

This program supports states in developing and implementing innovative programs to address the oral health workforce needs of Dental Health Professional Shortage Areas (Dental HPSAs).

The Nurse Education, Pracitce, Quality and Retention - Transition to Practice Program (NEPQR-TPP) aims to increase the nursing workforce and address the nursing shortage in rural and medically underserved communities, by supporting innovative educational and clinical training opportunities.

The MMHSUD Program helps improve maternal mental health and substance use disorder outcomes for pregnant and postpartum women by providing obstetric, primary care, and other maternal health providers with timely access to teleconsultation, training, and care coordination support including resource and referrals.

The purpose of the 988 Tribal response program is to improve connection and response to 988 contacts (including calls, chats, and texts) originating in Tribal communities and/or activated by American Indians/Alaska Natives. American Indian and Alaska Native communities experience a significantly higher suicide risk compared to the general population. CDC reports that in 2022 non-Hispanic Al/AN people had a suicide rate 91% greater than the general population.

This funding program supports the operation of Tribal Historic Preservation Offices (THPOs) within allowable program areas described in the National Historic Preservation Act (54 U.S.C. 300101 et seq.). Where relevant, staff and projects must comply with the appropriate Secretary of the Interior"s Standards and Guidelines for Archeology and Historic Preservation.The purpose of this program is to provide grants to THPOs for the identification, evaluation, and protection of historic properties as outlined in the National Historic Preservation Act (NHPA) by such means as: survey, planning, technical assistance, physical preservation, review of Federal undertakings, education, listing in the National Register of Historic Places and Tribal Registers. These grants assist THPOs in carrying out the NHPA historic preservation activities that a Tribe agreed to assume from the State Historic Preservation Office, on tribal lands, under their Partnership agreement with the National Park Service. Awards under this program must comply with and support 54 U.S.C. 300101 et seq.

The Clean Vessel Act Grant Program (CVA) provides cost sharing awards to designated agencies of the 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands to provide recreational boaters with facilities to prevent waste disposal into public waterways and improve recreational boating opportunities. Funding for CVA comes from the Sport Fish Restoration and Boating Trust Fund and is authorized by the Clean Vessel Act of 1992 (33 U.S.C. § 1322 Note) and the Dingell-Johnson Sport Fish Restoration Act (16 U.S.C. § 777 et seq.), as amended. Cooperative agreements under this Alzheimer"s Disease Programs Initiative (ADPI) Notice of Funding Opportunity (NOFO) are intended to support and promote the development and implementation of dementia-capable home and community-based service (HCBS) systems in Indian Country. The Dementia Capability in Indian Country program is intended to support federally recognized tribes, tribal organizations and/or consortiums representing federally recognized tribes in these targeted activities. The dementia-capable systems resulting from activities under this program are expected to provide quality, strengths-based services and supports that help people living with dementia and their caregivers remain independent and safe in their communities. There are two application options contained in this single NOFO: Grants to Tribes and Tribal Entities that have previously received ADPI grants (Option A) and Grants to Tribes and Tribal Entities that are new to the ADPI program (Option B). Applicants for the 36-month Dementia in Indian Country cooperative agreement are those entities that are presently responsible for the provision of and actively providing home and community services in tribal communities (i.e. tribes, tribal organizations and/or consortiums representing federally recognized tribes). ACL is seeking applications from eligible state agencies that will advance the provision of respite services through their statewide Lifespan Respite Care system as outlined in the Act. There are two application options for states contained in this single Notice of Funding Opportunity. State Applicants for Option A (Grants to New States and States Re-Establishing Their Core Respite Infrastructures): This opportunity is for states who have never had a grant, OR who had a grant before, but the program has stopped, and they wish to start it up again. State Applicants for Option B (State Program Enhancement Grants): This opportunity is intended for states that have had at least one grant in the past and/or wish to continue building and expanding upon their programmatic activities to enhance and expand the availability of lifespan respite services. Grantees will collaborate with state respite organizations and coalitions to enhance and expand the availability of lifespan respite services. The goal of the program is to enhance state systems and capacities to deliver respite care and related services to family caregivers of children and adults across all age groups, disabilities, and chronic conditions.

The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA). Successful grantees will use the framework provided by the 2022 National Strategy to Support Family Caregivers (the Strategy) as the basis for their proposed projects. Under this NOFO, ACL is interested in supporting state implementation of the principles, recommendations and actions as stated in the Strategy. Grantees will be expected to develop a range of cross-agency partnerships at the state level to identify which of the Strategy's goals, recommendations and stated actions they wish to address on a statewide basis. Up to, but not to exceed, the first six months of their projects, grantees will be permitted to undertake a period of planning and coordination with project partners. At the end of the planning period, grantees must submit a sustainability plan detailing how project activities and accomplishments will be maintained and continued following the period of federal funding. During the remainder of their two-year projects, grantees will focus on implementation and execution of their proposals.

The FEMA Pre-Disaster Mitigation Grant Program funds Congressionally Directed Spending (CDS) projects for state, local, tribal and territorial (SLTT) governments. These projects are designed to implement cost-effective measures that reduce natural hazard risk to people and property, and decrease reliance on federal funding for future natural disasters. In fiscal year (FY) 2026, the PDM Grant Program will award $189,713,659 to the projects identified in the 2026 Department of Homeland Security Appropriations Act’s Joint Explanatory Statement (JES). The 125 CDS projects fall under planning, project scoping and hazard mitigation projects. The FY 2026 PDM Grant Program projects come from 40 states and one tribe. Most projects focus on improving infrastructure to reduce flooding risk; some projects address other hazards such as earthquakes and wildfires.

The Building Resilient Infrastructure and Communities (BRIC) grant program makes federal funds available to states, U.S. territories, federally recognized tribal governments,, and local governments for hazard mitigation activities. It does so by recognizing the need to upgrade and modernize the nation’s infrastructure against the growing risks to communities and the need for natural hazard risk mitigation activities that promote resilience with respect to natural hazards.Certain awards made under this funding opportunity may be funded, in whole or in part, by the Infrastructure Investment and Jobs Act (IIJA). The IIJA appropriates billions of dollars to FEMA to promote resilient infrastructure, respond to the impacts of natural weather disasters, and equip our nation with the resources to combat its most pressing natural hazard threats.BRIC aims to shift the focus of federal investments away from reactive post-disaster spending towards proactive infrastructure-focused hazard mitigation. The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and supporting the Administration’s priority of Making America Safe Again by the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The purpose of CHP is to fund law enforcement agencies to hire and/or rehire additional career sworn law enforcement officers/deputies in an effort to increase their community policing capacity and crime prevention efforts. Anticipated outcomes of CHP awards include engagement in planned community partnerships, implementation of projects to analyze and assess problems, implementation of changes to personnel and agency management in support of community policing, and increased capacity of agency to engage in community policing activities.

DE-FOA-0003548: Unleashing Tribal Energy Development Under this Notice of Funding Opportunity (NOFO), the DOE Office of Indian Energy Policy and Programs is soliciting applications to advance affordable, reliable, and secure energy development of Tribal energy resources for the benefit of Tribes and their members. Projects funded under this NOFO are expected to advance Tribal sovereignty through Tribal energy development, efficiency, and use. Projects under Topic Area 1 are expected to serve the electric loads and support the energy needs of Tribes at the scale of a Tribal community or communities. These projects entail the construction of energy assets and projects. Projects under Topic Area 2 are expected to complete all pre-development activities necessary for the deployment of community scale energy projects. Projects under Topic Area 3 are expected to complete necessary pre-development activities for large scale commercial development of Tribal energy resources which lead to enhancement and strengthening of Tribal energy and economic infrastructure. The Fiscal Year (FY) 2026 Transit Security Grant Program (TSGP) is one of four grant programs that constitute DHS/FEMA’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. This is a notice of funding opportunity (NOFO) for the OJP FY 2026 Special Attorneys Program. This program will support state, local, Tribal, and territorial prosecuting agencies to assign or hire qualified prosecutors to serve full-time or part-time (on a case-by-case basis) as Special Attorneys under the direction of the National Fraud Enforcement Division or the Criminal Division, or to serve as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney’s Office. These “cross-designated” prosecutors will remain employees of their home agencies but will investigate and prosecute assigned fraud and other crimes committed by aliens within the United States (hereafter referred to as “criminal aliens”) for the duration of their appointment under this program. Cross-designated prosecutors may also be assigned cases involving drug or human trafficking committed within the United States. The National Historic Preservation Act authorizes grants to federally recognized Tribes for cultural and historic preservation projects. These grants assist Tribes, Alaskan Natives, and Native Hawaiian Organizations in protecting and promoting their unique tribal heritage and traditions. The program focuses on what Tribes are most concerned about protecting including but not limited to: Traditional skills, oral history, plant and animal species important in tradition, documentation and preservation of sacred and historic places, and the establishment of tribal historic preservation offices.
