The Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grants Programs Directorate is responsible for the implementation and administration of the Fire Prevention and Safety (FP&S) Grant Program. The purpose of the FP&S Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards. The FP&S Program offers grants to support activities in two categories: (1) activities designed to reach high-risk target groups and mitigate incidences of death and injuries caused by fire and fire-related hazards ("Fire Prevention and Safety Activity") and (2) research and development activities aimed at improving firefighter safety ("Firefighter Safety Research and Development Activity"). The program guidance document provides potential applicants with the details of the requirements, processing, and evaluation of an application for financial assistance for both of these activity areas.  

The Office of National Drug Control Policy (ONDCP), Executive Office of the President, is seeking applications to provide continued support of anti-doping activities to educate athletes on the dangers of drug use and eliminate doping in amateur athletic competitions recognized by the United States Olympic & Paralympic Committee.

The goal of the Paul Bruhn Historic Revitalization Subgrants Program is to fund subgrant programs that support the rehabilitation of historic properties to foster economic development in rural communities. These subgrant programs, managed by States, Tribes, Certified Local Governments, special district governments, and non-profits will select, fund, and manage preservation projects for historic properties to include architectural/engineering services and physical preservation.

The purpose of the FIPSE-Basic Needs Program is to advance systemic and sustainable solutions to student basic needs insecurity through support programs that address the basic needs of students and to report on practices that improve outcomes for students.

The purpose of the Transitioning Gang-Involved Youth to Higher Education Program is to provide gang-involved youth with postsecondary education opportunities that will lead to certification or credentials.

The Employment and Training Administration at the U.S. Department of Labor (Labor) is soliciting applications in support of the administration of the Open Textbook Pilot Program (OTP) on behalf of the U.S. Department of Education (ED) and the Secretary of Education (Secretary). The purpose of the OTP program is to support projects at eligible institutions of higher education (IHEs) or State higher education agencies that create new open textbooks and expand the use of open textbooks and course materials in courses that are part of a degree-granting program, particularly those with high enrollments. This pilot program emphasizes the development of projects that demonstrate the greatest potential to achieve the highest level of savings for students through sustainable, expanded use of open textbooks in high-enrollment courses or in programs that prepare individuals for in-demand fields.

The purpose of the RPED Grant Program is to improve rates of postsecondary enrollment, persistence, and completion among rural students through development of career pathways aligned to high-skill, high-wage, and in-demand industry sectors and occupations in the region.

The National Endowment for the Humanities (NEH) Division of Lifelong Learning is accepting applications for the Media Projects program. The purpose of this program is to support the development, production, and distribution of radio programs, podcasts, and documentary films that engage general audiences with humanities ideas in creative and appealing ways. NEH makes Media Projects awards at two levels: Development and Production.

The National Endowment for the Humanities (NEH) Division of Lifelong Learning is accepting applications for the Landmarks of American History and Culture and Summer Institutes program. The purpose of this program is to support humanities education through professional development for K-12 teachers and higher education faculty members.

The Office of Academic Exchange Programs, ECA, invites proposal submissions for the design and implementation of the FY 2026 Study of the U.S. Institutes Madeleine K. Albright Young Women Leaders Program (Albright SUSIs). The four Albright SUSIs will take place over five weeks in summer 2027. The Albright SUSIs will focus on one of two themes: 1) Economic Prosperity and Growth (two SUSIs) and 2) Governance and Security (two SUSIs). See details in section C. Program Description of the Notice of Funding Opportunity. The Albright SUSIs include four cohorts of approximately 20 foreign undergraduate students (men and women), between the ages of 18 and 25 (approximately 80 participants total). The Albright SUSIs will include an approximately four-week academic residency at a U.S. educational institution and an approximately one-week integrated academic field experience that will bring participants to a U.S. region distinct from their residency location. Each Albright SUSI should highlight American success and innovation in the themes outlined above. The Bureau of Educational and Cultural Affairs (ECA) invite proposals for cooperative agreements to implement the FY 2026 FLEX Global high school exchange program. Applicants may apply for one or both of the following program components:   ·      Administrative Component: Manages overseas operations, recruitment and selection of inbound and outbound participants, travel, host family recruitment and placement for outbound participants (e.g., American students studying abroad), database and website management for all inbound and outbound participants, alumni activities for all inbound and outbound participants, program-wide events, and overall program coordination.  ·      Placement Component: Manages host family and school placement of inbound foreign participants in the U.S., regional “American Excellence” enhancement type activities, and ongoing monitoring and support.   FLEX Global builds on the 34-year legacy of the Future Leaders Exchange (FLEX) program and the 24-year legacy of the Kennedy-Lugar Youth Exchange and Study (YES) program, expanding participation beyond specific world regions. The program advances U.S. interests by cultivating a network of young leaders who understand and support U.S. culture and priorities, with a focus on entrepreneurship, innovation, civic engagement, and leadership.   Key Activities: ·      Up to 1,200 foreign high school participants will study in the U.S. for an academic year. ·      Up to 150 American high school participants will study abroad for an academic year. As noted above, this element of the program will be managed entirely....

The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State, announces an open competition for one cooperative agreement to design, implement, and oversee the Office's Fulbright Teacher Exchange Programs in Fiscal Year (FY) 2027. Fulbright Teacher Exchanges advance American competitiveness by engaging K-12 educators in international exchanges that allow them to learn cutting-edge educational practices and develop innovative programs that prepare their students for careers that support U.S. economic and security interests at home and abroad.  For more than 80 years, Fulbright Teacher Exchanges have offered opportunities for American K-12 educators to demonstrate U.S. prominence and expertise to peers abroad in areas including the arts, humanities, STEM and technology.  Furthermore, U.S. Fulbright Teacher Exchanges advance American interests by providing upskilling to American teachers to increase K-12 expertise in technology, especially AI and the critical minerals industry, and to prepare their students for careers in fields critical to U.S. security and prosperity. Programming supports American teachers to expand STEM coursework in fields such as earth science, data analysis, and geology to meet the need for student specialization in critical minerals and rare earths in the U.S. market.  The program also integrates a wide range of fields that advance the Administration’s America First priorities and related Executive Orders, including expanding career readiness programs, promoting digital freedom, and increasin...

The Fulbright Specialist Program will select approximately 400 American academics and professionals to countries worldwide for two-to-six week programming in FY 2027. Fulbright Specialists share their expertise, build and strengthen professional networks, and gain international experience through projects that support U.S. foreign policy priorities and strengthen institutional ties in education, innovation, and trade.   Specialist projects are requested by U.S. embassies and Fulbright Commissions abroad, in coordination with foreign institutions such as universities, teacher-training centers, cultural institutions, and government ministries. Specialists may include attorneys, business leaders, economists, etc., and they develop curricula, design or deliver symposia, conduct needs assessments, and consult on faculty or workforce needs. The U.S. Department of State’s Embassy Gaborone announces an open competition for alumni of U.S. government-sponsored exchange programs to submit project proposals for the 2026 Alumni Engagement Innovation Fund (AEIF). This competition seeks projects that position sports as a sustainable driver of economic growth and social inclusion in Botswana. It supports U.S. foreign policy priorities by promoting excellence, investment, and shared prosperity through people-to-people engagement, aligned with the Freedom 250 initiative commemorating 250 years of American independence. The 2026 AEIF call for proposals aims to strengthen the governance, management, and sustainability of Botswana’s sports organizations; develop effective business models and fundraising strategies; enhance marketing, branding, and event management capacity; support athletes in preparing for post-sports careers; and foster international partnerships, especially with U.S. collegiate and professional teams. The intended program targets sports federation and club leaders, coaches, administrators, and young athletes across Botswana who seek to build professional skills and organizational capacity. Eligible applicants are alumni of U.S. government exchange programs with the experience and networks to lead impactful projects. Experience in sports or their administration is an added advantage. 

This funding program supports the operation of State Historic Preservation Offices (SHPOs) in the 50 states, 5 territories, 3 Freely Associated States, and District of Columbia within allowable program areas as described in the National Historic Preservation Act (54 U.S.C. 300101 et seq). Where relevant, staff and projects must comply with the appropriate Secretary of the Interior"s Standards and Guidelines for Archeology and Historic Preservation.The purposes of this program are to provide matching grants to States for the identification, evaluation, and protection of historic properties by such means as: survey, planning, technical assistance, physical preservation, Federal tax incentives available for historic properties, nominations to the National Register of Historic Places, distribution of funding to Certified Local Governments, and to assist Federal, State, and Local Government agencies, nonprofit organizations and private individuals in carrying out historic preservation activities. Awards under this program must comply with and support 54 U.S.C. 300101 et seq.

The U.S. Department of State’s Embassy Dhaka announces an open competition to manage and operate the Edward M. Kennedy Center for Public Service. The EMK Center advances U.S. foreign policy and national security objectives by engaging young Bangladeshi professionals, and U.S. exchange alumni in high-impact programs that showcase American excellence in trade, commerce, technology, and education, while promoting U.S. culture and society through strategic campaigns, workshops, and curated events. The U.S. Department of State’s Bureau of East Asia and Pacific Affairs (EAP) and U.S. Consulate General Auckland announce an open competition to implement Young Pacific Leaders (YPL) Solutions Labs, a series of workshops centered around the following U.S. foreign policy priorities in the Pacific region: ·        Unlocking Investment in the Pacific ·        Advancing the American Decade of Sports for Pacific Economic Impact ·        Pursuing Peace in the Pacific with Faith Communities ·        Promoting Digital Freedom and Open Information Environments Applicants may apply to host one, more, or all of the YPL workshops in the series with the average cost of one workshop being roughly $100,000 to $250,000. Since 2013, the YPL program has cultivated the target audience and participants of emerging Pacific Island Country (PICs) leaders ages 20-40 into advocates for U.S. policy in a region of increasing strategic importance. Since YPL’s inception YPL alumni have delivered on U.S. priorities across the region. The YPL Solutions Labs will be a series throughout 2026-2028 to catalyze advocacy and action on U.S. priorities. The National Park Service"s (NPS) Semiquincentennial Grant Program will support the physical preservation of a broad variety of cultural resources associated with the founding of America as a nation in commemoration of the country's semiquincentennial (250th anniversary). These grants are funded by the Historic Preservation Fund (HPF), administered by the NPS, and will fund physical preservation to properties listed in the National Register of Historic Places, including buildings, sites, structures, objects, or historic districts. Grants are awarded through a competitive process and do not require non-Federal match, though match may be considered as a competitive factor. Note that funding appropriated in Fiscal Years (FY) 2025 and 2026 is being made available through this Notice of Funding Opportunity.

The Department of State’s Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites U.S.-based non-profit/non-governmental organizations to submit proposals for projects that will advance the mission of NDF’s event management project for the 2027 Multilateral Action on Sensitive Technologies (MAST) Plenary. MAST provides a coordinating forum for key foreign countries, which are producers and suppliers of sensitive technologies, to develop the tools and procedures needed to safeguard sensitive technologies possessing weapons of mass destruction (WMD) and enable capabilities from foreign diversion, exploitation, and potential misuse. These activities will reduce the potential for diversion of weapons-applicable sensitive goods and technologies, including through integration of data collection, development of response options, and coordinated multilateral execution. Working groups operate to regularize communication among the partners between plenary sessions and examine technology-related issues in greater detail. The U.S. Department of State’s Public Affairs Section (PAS) at U.S. Embassy Manama announces an open competition to support programs that advance high-tech research and innovation under the Comprehensive Strategic Integration and Prosperity Agreement (C-SIPA) between the United States, Bahrain, and the United Kingdom. C-SIPA strengthens trilateral cooperation under three pillars: 1) defense and security; 2) economic, commercial, and trade; and 3) science, technology, and network security. This initiative contributes to broader U.S. efforts to reinforce national security, expand economic opportunity, and promote trusted technology partnerships. The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for proposals to implement the FY 2026 Tech Youth program. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries. Participants will gain hands-on experience through job shadowing, site visits to U.S. companies, meetings with industry leaders, and intensive coursework and hands-on training. The program advances U.S. efforts to secure technological advantage over strategic competitors. The program will support approximately 96 American and international participants from select countries worldwide (approximately 72 English-speaking international high school students and 24 U.S. high school students) in pre-exchange activities, the three-week U.S.-based exchange (to be conducted in summer 2027), post-exchange alumni engagement, and implementation of required capstone projects that address real-world economic and business challenges.  Please see the Notice of Funding Opportunity for additional information.

The U.S. Creative Tech Exchange (U.S.CTX) is a new international arts exchange program that drives economic growth by connecting U.S. creative professionals and technologists with international peers working at the intersection of the arts and emerging technologies, especially artificial intelligence (AI).  The goal is to position American technology as a key driver of American innovation, economic, and cultural influence in art and technology, For the purposes of this program, “arts” refers specifically to architecture, creative coding and gaming, fashion, graphic design, music and immersive art such as virtual reality (VR), augmented reality (AR), and mixed reality (MR); but excludes film and television.   U.S.CTX will support up to 30 participants through short-term, hands-on activities such as collaborative labs, fellowships, workshops, and public showcases.     ECA will award one U.S.-based nonprofit or educational organization $1.32 million to design and implement the program in close coordination with ECA and U.S. embassies. Applicants should propose a concept that leverages their strengths and includes clear plans for recruitment, program delivery, and measurable outcomes in creative arts, economic impact, and public diplomacy.
