The Rural Grant Program helps states and territories, Indian Tribes, local governments, and nonprofits to enhance safety and justice for child, youth, and adult victims in rural communities. It funds victim services (such as advocacy, legal assistance, and shelter), investigation, prosecution, adjudication, parole and probation, and other ways of addressing domestic and sexual violence. Per 34 U.S.C. § 12341(a), these grants are meant to encourage collaboration, establish and expand nonprofit victim services, increase safety and well-being for women and children in rural communities, and ensure victims in rural areas have access to sexual assault medical forensic exams.

On October 20, 2020, Congress enacted the Native American Business Incubators Program Act, Pub. L. 116-174, codified at 25 U.S.C. 5801 et seq. In the Act, Congress established the Native American Business Incubators Program and required the Secretary of the Interior to promulgate regulations to implement the program. See 25 U.S.C. 5804.The U.S. Department of the Interior (DOI), Office of the Assistant Secretary–Indian Affairs, through the Office of Indian Economic Development (OIED), solicits proposals from eligible entities (see Eligibility Section) for grant funding from established Business Incubators to serve Native entrepreneurs with start-up, early-stage, and established businesses who will provide products or services to Tribal reservation communities. For the purposes of this NOFO, an established incubator is defined as an operational entity currently providing structured incubation services and is able to demonstrate prior performance. The Indian Business Incubator will provide entrepreneurship and business skills training and education to Native businesses and Native entrepreneurs and deliver a range of business services such as mentorships, networking, technical assistance, and access to investors. The primary goal of the Native American Resource Center (NARC) will be to enhance the knowledge about older adults in American Indian, Alaskan Native, and Native Hawaiin (AI/AN/NH), community, thereby increase and improve the delivery of services to elders. The NARC will focus on the development and provision of technical information. The NARC's will have a national focus and direct its resource to one or more of the primary concerns in their application which includes health issues, long term care, including in-home care; elder abuse; and other problems and issues facing AI, AN and NH older populations. The NARC's objective will be to 1) gather information, 2) performance research, and 3) provide dissemination of results of research and provide technical assistance and training, to entities that provide services to the targeted older adult population in the AI, AN, and NH communities. Applicants should include anticipated program outcomes, how the outcomes will be measured, and the overall success of the program/activities and how they will be determined.

The purpose of this funding announcement is to demonstrate and evaluate the scalability of person-centered and evidence-based approaches to falls prevention that leverage clinical and community partnerships and related data and technology tools. ACL intends to award a single cooperative agreement to one grantee for a three-year project period with the expectation that the grantee will fund up to three demonstrations. This award will build on the ACL Innovation Lab to demonstrate the scaling of person-centered and evidence-based approaches to falls prevention and related chronic disease management programs through community care hubs and their respective clinical partners and community-based organizations in the aging services network. The successful applicant will be expected to collaborate with ACL in the design and implementation of these demonstrations in the scalability of falls prevention and related chronic disease management interventions through approximately three advanced community care hubs that support care transitions and screening for the risk of falls. They should also have the capacity to 1) do rapid cycle evaluation to iterate and improve the impact of the interventions as they are scaled and, 2) administer sub-awards to community care hubs that can implement and scale person-centered interventions enabled by artificial intelligence, data analytics, assistive technology, virtual delivery of interventions, tools to support consumer behaviors, and related data infrastructure.

The purpose of this Notice of Funding Opportunity is to support one organization through a cooperative agreement to serve as the National Falls Prevention Resource Center. This center will act as a central connector to the aging network for the discretionary and formula funded Falls Prevention grants. It will offer individualized and tiered technical assistance, high-quality education, and a wide range of resources to increase the number of older adults and adults with disabilities who participate in evidence based Falls Prevention Programs. The Resource Center will help the network provide cost-effective services that align with the purposes of the Older Americans Act, Title III-D. They will promote the advancement of the Falls Prevention network through building partnerships, supporting data collection, reporting metrics, highlighting key achievements, and engaging stakeholders to encourage long-term sustainability of the programs.

The purpose of this Notice of Funding Opportunity is to award cooperative agreements to entities that will focus on specific targeted partnerships and additional innovative strategies as they relate to implementing evidence-based falls prevention programs for older adults and adults with disabilities in the community. Initiatives will enhance the services to quality, effectiveness, and proven outcomes of falls prevention activities for older adults and adults with disabilities centered on the whole person. Efforts will include ensuring collaboration with partners, creating and disseminating resources and education, and capturing best practices and learning. Additionally, the entities will design an evaluation to assess the impact of efforts on reducing falls and/or the risk of falls.

The U.S. Embassy Kuala Lumpur Public Diplomacy Section seeks proposals that advance American leadership, prosperity, and security interests in Malaysia. Malaysia-wide outreach with physical advising centers in the Klang Valley, Penang, and East Malaysia. The Public Diplomacy Section at the United States Embassy in Malaysia announces an open competition for organizations to submit applications to promote U.S. higher education opportunities for Malaysian students at the graduate and undergraduate levels. This project includes maintaining physical presences of at least three EducationUSA advising centers manned by trained EducationUSA advisors that will serve as the primary resource for accurate, comprehensive, and current information about studying in the United States. The Legal Assistance for Victims Grant Program increases access to legal assistance for victims of domestic/dating violence, sexual assault, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence. It funds projects that provide comprehensive legal assistance, as defined in 34 U.S.C. § 12291(a)(24). The projects must include organizations that have a mission and history of providing direct services to victims of domestic/dating violence, sexual assault, or stalking.

The U.S. Department of State’s Embassy Ottawa announces an open competition to implement a program to connect U.S. citizen talent, including subject matter experts, artists and cultural professionals, and current and former American athletes and coaches, with Canadian audiences and institutions on topics of strategic importance to the United States. U.S. Mission Vietnam's Public Diplomacy Section seeks proposals to implement workforce development and innovation programs through American Spaces. This program builds a pipeline of skilled, English-capable Vietnamese youth who support U.S. trade, investment, and innovation partnerships while expanding economic opportunity in Vietnam. The project targets university students, educators, and early-career professionals (ages 18–40) in Hanoi, Thai Nguyen, Ho Chi Minh City and An Giang. This Notice of Funding Opportunity (NOFO) announces up to $10 million to support a National Fund Manager (NFM) to design and manage a Lead-Safe and Healthy Homes Financing Demonstration (the Fund). The Fund will be a national platform to pool public and private capital to accelerate the reduction of residential lead exposure, particularly childhood lead poisoning, and improve housing-related health conditions in low-income communities ("lead-safe and healthy homes activities").While HUD and EPA programs have addressed lead and other environmental hazards in many homes, progress remains slow relative to the scale of need. For example, since 1993, HUD has remediated lead hazards in over 230,000 low-income housing units, but tens of millions of U.S. households continue to face risk from lead and additional residential environmental stressors. Expanding access to private capital alongside public funding is critical to increasing the pace and scale of remediation.Traditional home repair financing remains difficult to access due to strict underwriting, high denial rates, and lender risk concerns, leaving many older homes in disrepair. This grant is funded under the Projects of National Significance (PNS) authorized by the Developmental Disabilities Assistance and Bill of Rights Act. Its purpose is to increase awareness, access, and use of ABLE (Achieving a Better Life Experience) accounts so that individuals with disabilities have the resources needed to better support their health and economic well-being and improve their economic security and mobility. Since 2015, the ABLE Act has authorized states and territories to establish tax-advantaged programs—ABLE accounts—that allow individuals with disabilities to save and invest money. These accounts may be used for qualified disability expenses, including education, food, housing, transportation, employment training, assistive technology, and health care. Beginning in January 2026, ABLE eligibility requirements were expanded to include individuals with an age of disability onset up to 46, increased from the previous limit of 26. As a result, an estimated 14 million people will be eligible for ABLE accounts, including approximately 1.2 million veterans. This expansion presents a significant opportunity to broaden outreach to individuals receiving Medicaid and Supplemental Security Income (SSI), as well as individuals with disabilities who are not enrolled in disability benefit programs, to help overcome barriers to achieving good health and meaningful employment. The purpose of this funding opportunity is to create a single, coordinated national training center that provides comprehensive TTA to Title X grant recipients and their networks of sub-recipients and service sites. Title X currently operates through a large and diverse network of more than 3,800 service sites who provide Title X services to close to 3 million low-income individuals annually, and these providers rely on consistent, high-quality support to meet statutory and regulatory requirements and OASH and OPA priorities.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State seeks applications from qualified organizations to implement a program aimed at enhancing the operational capacity of the Specialized Departments for Organized Crime and Corruption in the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS). Bosnia and Herzegovina sits along the "Balkan route" for drug and weapons trafficking, and BiH-based criminals are key members of powerful transnational criminal organizations (TCOs) that cooperate with global cartels, launder hundreds of millions of dollars through BiH, and rely on corruption and weak judicial capacity to evade accountability. This program will address critical gaps in prosecutorial expertise, interagency coordination, and international cooperation by strengthening the capacity of FBiH and RS Specialized Department prosecutors and judges to effectively investigate, prosecute, and secure convictions in complex organized crime and corruption cases. Through targeted technical assistance, mentoring partnerships with U.S. prosecutors, and institutional and legal reforms, the program will degrade TCO networks that threaten U.S. security, undermine governance, and destabilize a key European partner.

The purpose of the Small Health Care Provider Quality Improvement Program is to strengthen the quality improvement culture in small rural healthcare facilities by building capacity to effectively collect and use clinical data while implementing evidence-based approaches to improve health care quality with a particular focus on improving chronic disease outcomes. Additionally, the program strengthens the skills and collaboration of the billing and coding staff in coordination with the front-line clinical staff. By creating a sustainable quality improvement capacity in small hospitals and clinics, these facilities will be better positioned to take part in value-based care models while also enhancing health care status for their patients.

The Administration for Children and Families (ACF), through the Children's Bureau, will fund a cooperative agreement to develop, implement, and evaluate a demonstration program of post-adoption support services for birth parents who have voluntarily placed their children for private domestic adoption. This initiative is founded on the recognition that the well-being of all parties in an adoption is essential. Birth parents often benefit from access to support and resources following their placement for adoption.This demonstration program will provide services including, but not limited to, support groups and supportive services and resources. The goal is to identify and promote effective models of support that contribute to the positive adjustment and well-being of birth parents. A central component of this project is a rigorous evaluation to measure the effectiveness of the services provided and to develop a model that can be replicated by other organizations nationally. This work directly supports ACF's mission to promote the social well-being of families and individuals.
