The Bureau of Educational and Cultural Affairs (ECA) intends to award one Cooperative agreement for approximately $1,540,000 to fund the FY 2026 American Film Showcase (AFS), a dynamic and adaptable initiative that combines and harnesses the power of cultural and commercial diplomacy to elevate American creativity as a driver of global influence and economic vitality. By highlighting U.S. leadership in film, television, gaming, and media arts, AFS opens new markets for American creative industries, attracts foreign investment, and reinforces the nation’s reputation as a global center for innovation and storytelling.   U.S. embassies play a key collaborative role by identifying and submitting program ideas and nominating participants, allowing AFS to deliver tailored engagements, such as lectures, masterclasses, residencies, screenings, and workshops, led by top industry professionals. Malaysia-wide outreach with physical advising centers in the Klang Valley, Penang, and East Malaysia. The Public Diplomacy Section at the United States Embassy in Malaysia announces an open competition for organizations to submit applications to promote U.S. higher education opportunities for Malaysian students at the graduate and undergraduate levels. This project includes maintaining physical presences of at least three EducationUSA advising centers manned by trained EducationUSA advisors that will serve as the primary resource for accurate, comprehensive, and current information about studying in the United States. Programmatic requirements will include education fairs, presentations at secondary schools and universities, and other programs in cooperation with the U.S. Embassy. Freedom250: All successful Education USA Malaysia 2026 proposals must clearly celebrate and promote the 250th anniversary of the founding of the United States of America (Freedom250) and align with: making America safer, strengthening our nation, expanding our prosperity, and defending freedom of speech. Proposed projects should be completed in 3 years or less.

The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs announces an open competition for the administration of the FY 2026 Global Undergraduate Exchange Program (Global UGRAD). The total amount of funding for this award will be up to $4,800,000, pending the availability of FY 2026 funds.    The Global UGRAD Program places small cohorts of participants at a broad range of colleges and universities, including community colleges, land-grant institutions, rural campuses, and Senior Military Institutions, giving participants a “real American” experience in small towns and rural communities. Participants build skills in strategic U.S. priority fields such as business, entrepreneurship, semiconductors, AI, engineering, critical minerals, manufacturing, and supply chain resilience. All participants are required to study U.S. history, civic engagement, and American culture, deepening their understanding of American excellence, innovation, and culture. Funding should support approximately 160 participants, pending the availability of FY 2026 funds. Every effort should be made to maximize the number of scholarships awarded; staffing levels should be adequate to ensure that participant health and safety are prioritized. The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) seeks proposals for a cooperative agreement to design, implement, and oversee the FY 2026 Young Leaders of the Americas Initiative (YLAI) Fellowship Program. YLAI advances U.S. economic interests and leadership by fostering business partnerships between emerging entrepreneurs from the Western Hemisphere and U.S. companies. The program combines in-person and technology-driven engagement, an active alumni network, and ongoing collaboration with U.S. embassies to promote U.S. commercial priorities, create new opportunities for American companies in key markets, and increase public awareness of American business leadership. YLAI directly supports U.S. national security and the Administration’s foreign policy objectives by strengthening commercial ties, expanding U.S. exports, and promoting American values of entrepreneurship, free enterprise, and innovation throughout the Western Hemisphere. The FY 2026 program will bring approximately 250 participants from the Caribbean and Latin America for a five to six-week fellowship, including orientation, tailored U.S. business placements, entrepreneurial training, a closing event, and post-program alumni activities. CDC/ATSDR is inviting research proposals to study risk factors for Amyotrophic Lateral Sclerosis (ALS). Studies on military service, contact sports, traumatic brain injury, neuroinflammation, and infections agents and exposures are encouraged. Funding will be for four funding options: Option A - Support research with strong existing evidence such as studies on known environmental or genetic risk factors, research that improves past studies with better data, or investigations linking risk factors to ALS diagnosis and treatment; Option B - Support new and exploratory research on ALS risk factors such as studies on risk factors with little existing evidence or research using innovative methods; Option C - Understand ALS risk in affected populations, such as studies involving military veterans or investigations of ALS risk factors impacting this population; Option D - Analyze biological samples from the Guamanian ALS cluster such as investigation of disease mechanisms and environmental factors, exposure routes, genetic studies and biomarkers and how this could lead to mitigation therapeutics, diagnostics or prevention.

U.S. Embassy Abidjan’s Public Diplomacy Section is seeking proposals to implement a workforce development and skills-building program through its network of American Spaces. This program aims to build a pipeline of skilled, English-capable Ivoirian youth who can support4U.S. trade, investment, and innovation partnerships while expanding economic opportunity and stability in Côte d’Ivoire.The project will target university students, educators, and early-career professionals (ages 17–40) in key cities including Abidjan, Yamoussoukro, Bouaké, and Korhogo. Activities will focus on strengthening employability skills, expanding English proficiency, and developing practical technology skills in areas such as artificial intelligence, coding, and entrepreneurship. The Office of Academic Exchange Programs, ECA, invites proposal submissions for the design and implementation of the FY 2026 Study of the U.S. Institutes Madeleine K. Albright Young Women Leaders Program (Albright SUSIs). The four Albright SUSIs will take place over five weeks in summer 2027. The Albright SUSIs will focus on one of two themes: 1) Economic Prosperity and Growth (two SUSIs) and 2) Governance and Security (two SUSIs). See details in section C. The Albright SUSIs include four cohorts of approximately 20 foreign undergraduate students (men and women), between the ages of 18 and 25 (approximately 80 participants total). The Albright SUSIs will include an approximately four-week academic residency at a U.S. educational institution and an approximately one-week integrated academic field experience that will bring participants to a U.S. region distinct from their residency location. Each Albright SUSI should highlight American success and innovation in the themes outlined above. The Fulbright Specialist Program will select approximately 400 American academics and professionals to countries worldwide for two-to-six week programming in FY 2027. Fulbright Specialists share their expertise, build and strengthen professional networks, and gain international experience through projects that support U.S. foreign policy priorities and strengthen institutional ties in education, innovation, and trade.   Specialist projects are requested by U.S. embassies and Fulbright Commissions abroad, in coordination with foreign institutions such as universities, teacher-training centers, cultural institutions, and government ministries. Specialists may include attorneys, business leaders, economists, etc., and they develop curricula, design or deliver symposia, conduct needs assessments, and consult on faculty or workforce needs. The U.S. Department of State’s Embassy Gaborone announces an open competition for alumni of U.S. government-sponsored exchange programs to submit project proposals for the 2026 Alumni Engagement Innovation Fund (AEIF). This competition seeks projects that position sports as a sustainable driver of economic growth and social inclusion in Botswana. It supports U.S. foreign policy priorities by promoting excellence, investment, and shared prosperity through people-to-people engagement, aligned with the Freedom 250 initiative commemorating 250 years of American independence. The 2026 AEIF call for proposals aims to strengthen the governance, management, and sustainability of Botswana’s sports organizations; develop effective business models and fundraising strategies; enhance marketing, branding, and event management capacity; support athletes in preparing for post-sports careers; and foster international partnerships, especially with U.S. collegiate and professional teams. The intended program targets sports federation and club leaders, coaches, administrators, and young athletes across Botswana who seek to build professional skills and organizational capacity. The Department of State’s Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites U.S.-based non-profit/non-governmental organizations to submit proposals for projects that will advance the mission of NDF’s event management project for the 2027 Multilateral Action on Sensitive Technologies (MAST) Plenary. MAST provides a coordinating forum for key foreign countries, which are producers and suppliers of sensitive technologies, to develop the tools and procedures needed to safeguard sensitive technologies possessing weapons of mass destruction (WMD) and enable capabilities from foreign diversion, exploitation, and potential misuse. These activities will reduce the potential for diversion of weapons-applicable sensitive goods and technologies, including through integration of data collection, development of response options, and coordinated multilateral execution. The U.S. Department of State’s Public Affairs Section (PAS) at U.S. Embassy Manama announces an open competition to support programs that advance high-tech research and innovation under the Comprehensive Strategic Integration and Prosperity Agreement (C-SIPA) between the United States, Bahrain, and the United Kingdom. C-SIPA strengthens trilateral cooperation under three pillars: 1) defense and security; 2) economic, commercial, and trade; and 3) science, technology, and network security. This initiative contributes to broader U.S. efforts to reinforce national security, expand economic opportunity, and promote trusted technology partnerships. The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for proposals to implement the FY 2026 Tech Youth program. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries. Participants will gain hands-on experience through job shadowing, site visits to U.S. companies, meetings with industry leaders, and intensive coursework and hands-on training. The program advances U.S. efforts to secure technological advantage over strategic competitors. The program will support approximately 96 American and international participants from select countries worldwide (approximately 72 English-speaking international high school students and 24 U.S. high school students) in pre-exchange activities, the three-week U.S.-based exchange (to be conducted in summer 2027), post-exchange alumni engagement, and implementation of required capstone projects that address real-world economic and business challenges.  Please see the Notice of Funding Opportunity for additional information.

The U.S. Creative Tech Exchange (U.S.CTX) is a new international arts exchange program that drives economic growth by connecting U.S. creative professionals and technologists with international peers working at the intersection of the arts and emerging technologies, especially artificial intelligence (AI).  The goal is to position American technology as a key driver of American innovation, economic, and cultural influence in art and technology, For the purposes of this program, “arts” refers specifically to architecture, creative coding and gaming, fashion, graphic design, music and immersive art such as virtual reality (VR), augmented reality (AR), and mixed reality (MR); but excludes film and television.   U.S.CTX will support up to 30 participants through short-term, hands-on activities such as collaborative labs, fellowships, workshops, and public showcases.     ECA will award one U.S.-based nonprofit or educational organization $1.32 million to design and implement the program in close coordination with ECA and U.S. embassies. Applicants should propose a concept that leverages their strengths and includes clear plans for recruitment, program delivery, and measurable outcomes in creative arts, economic impact, and public diplomacy. The Office of Citizen Exchanges, Global Leaders Division, of the Bureau of Educational and Cultural Affairs (ECA) invites proposal submissions for the FY 2026 TechLeaders: Critical Emerging Technologies Program. TechLeaders will strengthen America’s technological edge and industry dominance by promoting U.S. leadership in Artificial Intelligence (AI), Space Technology, Biotechnology/Health Technology, Supply Chain/Cold Chain Technology, and Agricultural Technology (AgriTech).  This initiative engages approximately 60 foreign participants, ages 25-40, from Europe and Eurasia, East Asia and the Pacific, Middle East and North Africa, South and Central Asia, Sub-Saharan Africa, and the Western Hemisphere through a five-week intensive placement in the United States.  Participants will collaborate with U.S.-based mentors and companies to develop actionable solutions in critical technology sectors, showcasing American expertise and innovation. The program will also feature overseas components including reciprocal exchanges and an accelerator following the second U.S.-based cohort to expand U.S. influence, inspire future STEM professionals, and foster collaboration with American businesses.  TechLeaders supports U.S. national security and foreign policy objectives by exporting American expertise and technological innovations abroad, promoting U.S.-preferred technology standards globally, bolstering economic ties, and countering the proliferation of malign competitors’ technology in the global market. ECA announces an open competition for a cooperative agreement to develop and implement a program that will convene cultural ministers from key countries at an iconic location in the United States for high level discussions on cultural heritage and cultural property protection as part of the State Department’s programming to mark America’s 250th birthday. The implementing partner will work closely with ECA to develop the program’s one-to-two-day exchange agenda, including showcasing innovation and new technologies of the U.S. private sector and other American institutions in the cultural heritage field; strengthening cooperation in combatting art and antiquities trafficking; and using cultural heritage to amplify global narratives on America’s foundational values. The U.S. Department of State’s Mission New Zealand Public Diplomacy Section (PDS) announces an open competition to implement a program to advance U.S.- New Zealand economic, scientific, and cultural ties. The program is intended to support organizations to build capacity to strengthen or advance the U.S.-New Zealand relationship. Projects may address one or more of the following areas but are not strictly limited to the following topics: ·       Promoting science by reinforcing cooperation in key domains, including (but not limited to) scientific research in Antarctica, space exploration and regulatory frameworks, and critical technology and artificial intelligence. ·       Advancing prosperity by promoting economic growth and innovation with a focus on biotechnology, space technology, and broader innovation sectors.  ·       Strengthening democratic values and ties through programs that celebrate shared democratic principles, cultural connections, and innovative spirit of the peoples of the United States and New Zealand, including but not limited to programming leveraging sports, education, and other areas of connection. The program is intended to support local solutions and build local capacity to:  1.     Increase economic linkages with the United States 2.     Promote long-term economic prosperity through natural resource management 3.     Reduce threats against the United States and the Pacific region. Projects are encouraged to include a plan to build capacity and technical expertise among local communities and organizations. Projects may address one or more of the following areas, but are not strictly limited to the following topics: ·        Increasing economic linkages with the United States through exchange, education, work, and trade promotion programs; ·        Promoting long-term prosperity by incorporating best practices for natural resource management; ·        Advancing U.S.-Cook Islands and U.S.-Niue cooperation to enhance safety, especially in digital media, information technology, emergency preparedness, artificial intelligence, maritime, health, and other related sectors.
